网络舆论监督对政府行为的影响研究

【摘要】 随着网络的日益普及,网络日渐成为一种新型传媒。网络舆论已经逐渐成为新闻舆论中一种重要的形态,对监督我国政府行为的作用日渐重要。对于发挥网络舆论对政府行为如何监督已经成为一个重要现实课题。一方面,网络信息的传播具有的特性使得公众在网络中获得从来没有的舆论空间和更多的舆论自由,从而在一定程度上促进了我国社会主义民主化的进程,再者网络舆论也滋生和扩展了负向舆论和情绪型舆论,这都使得网络舆论监督很难。政府层面,网络舆论的积极作用是显而易见的,但网络舆论监督对政府行为的影响仍有相当程度的负面影响。近年来我国社会各界对于网络舆论监督的关注与思考已经成为热点。探讨网络舆论监督如何对政府行为的影响作用在当前形势下,发挥网络舆论监督政府行为的正面作用,提高网络舆论监督政府行为的进程,加强政府对网络舆论的法制建设和引导力度,达到政府行为的合理化和合法化的效果,完善政府工作,不仅具有重大的理论意义更具有更高的现实意义。本文首先概述了网络舆论监督和政府行为以及国内外研究现状,阐述了网络舆论监督政府行为在理论和实践两方面存在哪些意义,并论述了网络舆论监督包含哪些特点以及监督政府行为的优势。本文描述了网络舆论监督政府行为的正负影响,在此基础上,文章对网络舆论监督政府行为存在主要问题进行了原因分析。最后,对改进和完善我国网络舆论监督政府行为的对策进行了探讨,认为可以从认识层面、机制层面对网络舆论监督进行合理运用。更多还原

【Abstract】 With the increasing popularity of the network, it is becoming a new type of media. As an important form of media, Network consensus playes an very important role in the process of monitoring on government actions. Therefore, how to give the Network consensus full to monitor the government has become an practical issue. On the one hand, the characteristics of the dissemination of information in net made the public could get so much space and freedom of expressing personal opinion, which to some extent, is benefit to promot the process of China’s socialist democracy. On the other hand, Network consensus could also resulted in negative public opinion and sentiment-oriented public opinion, which make the supervision much more complicated. In the dimension of Government, the active side of network consensus is obviously, but the negativ effectiveness still exsits in the supervision of the government behavior. the network behavior of public opinion on still a considerable degree of e impact. In recent years, the discussion about network consensus becoming an hot spot of whole society. Supervision of the network behavior of how the role of government in the current situation, the use of network behavior of the positive role of government public opinion, public opinion of government action to improve the process of the network, strengthen the government’s legal system on the network media and guidance, and to government action the effects of rationalization and legalization, improve the government work, not only of great theoretical significance even higher significance.This article begins with an overview of the research in network and government behavior at home and abroad, to describe the magnificance of network consensus’function in supervision of government both in theoritical and practice. This paper describes both positive and negative effectiveness of Network consensus’supervision, on this basis, the article analyse the main cause of problems which exists on the network behavior of public opinion. Finally, to promote and perfect measures of network consensus was discussed in the last part, which means to find a rasonable way of using the Network consensus supervision in the level of congnition, mechanism.更多还原
