辰州矿业精细化安全管理研究

【摘要】 从发达国家的经验以及我国矿山企业的探索来看,对安全管理模式的研究与实践以及安全管理创新工作是矿山企业面临的一项重大课题。因此,本文聚焦于安全管理模式创新,秉承“向管理要安全”的理念,将精细化的管理思想引入到安全管理中来,以提高安全管理工作的质量和效果,从而达到预防与杜绝矿山企业安全事故的目的。本文以辰州矿业为例,结合精细化管理理论、事故因果连锁理论和安全目标管理理论,运用案例分析法、统计分析法、调查研究法等研究方法,共分六个部分对“矿山企业精细化安全管理”这一课题进行了研究。本文通过对国内外矿山安全管理研究现状进行简要阐述,对辰州矿业2000-2009年安全事故进行了统计与分析,并对辰州矿业安全管理发展历程、现状及存在问题进行介绍与分析。在此基础上,参考国内外矿山企业安全管理的经验,结合自身实际,构建了辰州矿业RSC精细化安全管理模式,主要包括三大模块:一是社会责任和精细化管理理念,二是安全质量标准化,三是三大支撑体系,即安全文化、安全考核和安全技术。同时,从责任细分、素质提升、员工激励、监督强化、投入保障等五个方面提出了精细化安全管理的保障措施,从而全面构建了辰州矿业RSC精细化安全管理模式。最后对辰州矿业RSC精细化安全管理模式的运行实施进行了总结与回顾,肯定了RSC模式的实施在安全事故率的降低、安全管理机制的创新、员工执行力的提升及安全生产工作环境的改善等方面取得比较好的效果,并对RSC模式进行了评价,指出了RSC模式的优势和下一步完善的思路。本文对辰州矿业在新的发展时期,积极借鉴精细化管理理念,创新安全管理模式,是一个很有价值的探索和尝试,为实现辰州矿业长期稳定的安全生产奠定理论基础和方法基础,并为其他矿山企业的安全管理提供一定的理论指导和实践参考价值。

【Abstract】 From the experience of developed countries as well as exploration of mining enterprises in our country, the author thinks that studying and practicing the safety management model and innovating the safety management is a major task for the mining enterprises. Therefore, the author focuses on the innovation of safety management model and adheres to the concept that safety comes from management. At the same time, the author brings the refined management in safety management, in order to improve the quality and effect on safety management, which can achieve the purpose of the prevention and elimination of accidents in mining enterprises.The author takes Chenzhou Mining Enterprise for example and combines with the theories of refined management, accident causation sequence and safety objective management. Using the case analysis, statistical analysis and survey research, the author studies the subject on refined safety management in our mining enterprises.Firstly, the author briefly states the present situation on mining safety management in China and abroad, analysises the safety accidents of Chenzhou Mining Enterprise from 2000 to 2009, and introduces the development history, present situation and existing problems about safety in Chenzhou Mining Enterprise. Secondly, the author references to the safety management experience of mining enterprises in China and abroad and combines with the Chenzhou Mining Enterprise reality based on the research. We construct the RSC model of refined safety management for Chenzhou Mining Enterprise. The model includes three modules. The first module is the concept of refined management and social responsibility, the second one is safety quality standardization and the third one is three supporting systems that is the safety culture, safety assessment and safety technology. In the meantime, the author states five specific countermeasures from responsibility segmentation, quality improvement, employee motivation, supervision strengthening and investment guarantees in order to innovate the RSC Model of refined safety management for Chenzhou Mining Enterprise.Finally, the author summaries and reviews the RSC model practice of refined safety management in Chenzhou Mining Enterprise. The author affirms the implement of the RSC Model which is succeed in reducing the safety accidents, innovating the mechanism of safety management, promoting the staff executive ability and improving the production work environment, and evaluates the RSC model, and points out the advantages of RSC model and next sound ideas. It is valuable research and attempt that they draw on redfined management ideas and innovate the safety management model in the new period of development for Chenzhou Mining Enterprise. And the research also is laied the theory and methods foundation for the long-term and stable development in Chenzhou Mining Enterprise, and provided for other safety management of mining enterprises with a certain amount of theoretical instruction and practical reference value.
