孝义铝矿安全标准化管理信息系统研究与开发

【摘要】 安全标准化管理系统是基于风险管理建立的文件化、痕迹化的管理系统,系统按照P-D-C-A的模式运行,通过其14个要素,对矿山企业各项安全工作进行全面控制。在系统运行中将会产生大量安全信息,只通过人工记录信息已经不能满足现代化矿山的管理要求。因此,在矿山安全标准化管理系统基础上,建立具有性能良好、灵活性强的信息管理系统,对实现科学化、系统化和标准化的安全生产管理具有重要的现实意义。本文围绕孝义铝矿安全标准化系统信息化平台的开发及系统实现过程中的关键技术等问题开展研究。主要研究内容和取得的研究成果为:1)依据《金属非金属矿山安全标准化规范》,引入信息系统管理模式,对安全标准化系统的信息化管理做出全面分析,提出基于C/S和B/S混合模式的矿山安全标准化信息管理系统。同时,构建了安全标准化系统功能和技术架构图,建立了系统的数据库及系统维护方案。2)根据安全标准化系统的14个要素,基于C/S模式在安全智能客户端集成框架中根据不同角色和部门开发相应的安全管理信息系统,形成安全管理功能群,实现了安全报警平台、风险管理、统计分析、安全记录管理、安全绩效管理的安全标准化系统的可视化。基于B/S模式开发矿山信息发布平台,划分为15个栏目和一个综合讨论区,涵盖安全标准化建设的所有内容。信息系统使得安全管理的各环节变得清晰、透明,使矿山安全的状况实时处于监控之中,能够及时发现、追查和处理各类风险。3)分析了系统功能模块及统一信息发布平台的实现过程和实施步骤,通过其应用情况,明确了该信息化平台的质量属性和技术优势,并根据其在孝义铝矿的实际运行情况,分析了系统的社会效益及经济效益,验证了本系统设计的合理性、可行性和先进性,为企业信息化建设提供了一套新的解决方案。

【Abstract】 Safety standardization of management system was documented and recorded. The system is ran in accordance with P-D-C-A, which controlled the safety work in mining enterprises by its 14 elements. It will bring about a lot of security information, inputting information by people only can not meet the management requirements of modern mining. In a word, the safety standardization of management information system was applied to effectively manage the mining safety standardization system to truly implement dynamical safety management the Standard requested, which made a practical significance to improve the level of safety management and achieve safety informatization management for mines.Take Xiaoyi aluminium for example, main technology of the safety standardization of management information system is researched.1) According to the codes of Metallic and Nonmetallic Mine Safety Standardization (CMNMSS), enterprise established the system of mining safety standardization. On the basis of this, mining safety information system based on b/s and C/S mixed mode was developed. Meanwhile, function and technical architecture were builded, system database and system maintenance programs were established.2) It developed the relevant safety management system based on C/S mode according to the different roles and apartments in integration framework of safety smart client to form the functional groups of safety management, and 13 modules was created in accordance with the 14 elements of CMNMSS, such as safety alarm platform, risk management system, statistical analysis system, safety record management, safety performance management system etc. It also developed the mining information publishing platform based on B/S mode, which was divide into 15 columns and a comprehensive discussion area, containing all the information of mining safety standardization. The system is powerful, highly secure, and easy to extend.3) It analyzed realization of the process and the implementation steps for the system function module and the unified information publishing platform. Through its application, quality attributes and technological advantages of the information platform has been cleared, and in accordance with its actual operation in the Xiaoyi aluminium, it analyzed social and economic benefits of the system. The situation showed that the system is rational, feasible and advanced. It provided a new measure for the construction of informationize in mining.
