我国食品安全监管研究

【摘要】 近年来,全球疯牛病,禽流感,手足口病以及在农产品和其他食品中发现的农药残留等安全事故不断发生,对人类社会造成巨大的损失。目前由食源性疾病造成的食品安全问题已成为人们关注的焦点问题之一,使食品安全已成为一个全球性的公共卫生优先事项。食品安全问题引起的灾害层出不穷,成为一个非常突出的民生问题,政府和社会问题。它不仅使企业的生命,健康威胁,而且对国家经济发展,政治稳定,社会稳定等造成了极大的干扰和威胁。改革开放以来,我国的食品安全监管已渐渐跟不上经济的发展速度,一些食品安全问题也凸显出来了,尤其是近几年来,食品安全事故频频见诸报端,诸如红心鸭蛋事件、瘦肉精事件、苏丹红事件、劣质奶粉事件等一系列食品安全问题,引发了一定程度的经济和社会危机。因此在现阶段加强食品安全监管便成了社会各界对政府提出的首要要求。本文以政府角色为主要视角对我国的食品安全监管展开研究。以食品安全监管的经济学理论和社会学理论为理论依据,通过对我国政府在食品安全监管中的角色分析,借鉴发达国家食品安全监管的先进经验,提出了完善我国食品安全监管的几点建议。全分为五个部分。第一部分为导论,主要包含了相关概念界定、国内外研究现状、选题的目的与意义及研究的方法与框架等内容。第二部分主要是对食品监管的相关理论进行阐释。主要包括食品安全监管的经济学理论、社会学理论和法学理论。第三部分主要阐述了我国在食品安全监管方面的研究。从食品安全的问题与成因、食品安全监管的法律依据、食品安全监管的机构与人员以及食品安全监管的成效与问题等方面进行阐述。第四部分从政府在食品安全监管中所扮演的角色,分别包括立法者、宣传者、执法者及民间监管组织的培育者。第五部分在前面的深度分析之后,提出完善我国食品安全监管的若干思考。首先阐述了美国食品安全监管的启示,继而提出健全我国食品安全的对策。

【Abstract】 In recent years, the worldwide disease, the avian flu, the foot-and-mouth disease and agricultural chemicals remaining waiting for food security is, to human society has caused enormous losses, the food safety has become the world was the focus of food-borne diseases every year, the serious consequences, food safety has become a global public health priority. food safety problems caused by the disaster event in a relationship of national well-fare.Not a man’s life, health was threatened, but also for countries economic development and political stability and social stability, there is a lot of interference and threats. Reform and opening up, our food safety regulatory is getting short of our economic development, some food security problems and show it, especially in recent years, food security incidents have frequently made public, such as hearts duck’s egg events, events, the sudan red meat is, inferior powdered milk event when a series of food safety problems led to a certain degree of economic and social crisis. So at this stage to enhance food safety supervision, social circles of government. the primaryThis article to the government role as the perspective of our food safety regulatory expand the research on food safety monitoring. the economic theory and sociological theory based on the theory, our government in food safety and supervision in the analysis of the developed countries, food safety monitoring of the advanced experience of and improve our food safety and supervision of a few suggestions. Whole is divided into five parts. the first part is mainly contains introduction relevant concepts and abroad to study the status quo, selected topic; selection of a subject purpose and significance and research methods and frameworks for. the second part is largely on food regulation of the relevant to our theory. most food safety monitoring of economic theory, sociological theory and legal theory. the third part of china mainly in food safety regulatory aspects of research. From food security problems and causes, food safety monitoring of the law, food safety regulatory agencies and personnel and food safety monitoring the effectiveness of such states to cooperate with the problem. the fourth part of government in food safety in the role of supervision, including the legislators, temperance, law enforcement professionals and non-governmental organizations nurser supervision. the fifth part in the in-depth analysis and improve our food safety monitoring of thinking. First elaborate on the food safety and supervision to make a sound and our food safety plan.
