【摘要】 信息化建设,是国土资源管理的科学化、规范化、精细化的基础,也是国土资源管理事业科学发展的必由之路。而“一张图”工程是我国推进国土资源管理信息化建设的重要举措,将使国家直接及时、准确地掌握全国土地利用现状及时空变化情况,为国土资源监管奠定坚实基础,并将进一步加强信息社会化服务和资源共享,全面提升国土资源管理对社会发展的保障能力。1：10000县级土地利用数据库建设是“一张图”工程最基本的建设单元和核心内容,直接影响着整个“一张图”工程的功能发挥。本文结合作者参与的江西省1：10000县级土地利用数据库建设项目,对利用MAPGIS软件系统的输入和编辑功能以及土地利用数据库管理系统的建库功能的技术方法进行了探讨。研究内容主要包括数据准备、数据采集与处理、数据库建立、数据输出,并从以下三方面介绍和分析了基于“一张图”工程的县级土地利用数据库建设与应用的过程：(1)简单介绍目前江西省“一张图”工程的建设背景,现状和意义,以及国土资源数据库架构下,具体应用MAPGIS建设江西省1：10000县级土地利用数据库的总体框架以及具体的操作步骤、建设国土资源数据库的框架和运行模式。(2)以江西省赣州市石城县为例,分析了土地利用数据库的建设方法、面积流向分析与应用,从数据库的角度直观地分析了耕地面积减少,园地,林地面积增加,居民地,独立工矿用地增加以及交通用地面积增加其背后的社会经济原因,对相关部门决策起到一定的参考作用。(3)对江西省石城县土地利用数据库汇总后的成果做了分析。汇总并总结了使用到的技术方法,并从三个方面提出了在土地利用数据库建设方面的建议,首先是领导重视,其次是组织管理的科学化,最后是人才的技术能力的优化利用。更多还原

【Abstract】 The informational construction is the foundation of the scientific, standardized and fine management of land resource, it is also the essential route for the scientific development for land resource management. The "One Picture" project is the crucial move in such construction, it would make in time and accurate monitor for the land resource usage status, thus make a stable foundation for the land resource management. Further, it would enhance the social information service and sharing of resources, and fully upgrade the ability of land resource management for ensuring the development of the society.The 1:10000 county grade land use database is the most basic construct unit and core content of "One Picture" project, it would directly affect the function of the project. As one of the researchers of the construction project for the 1:10000 county grade land use database, the author analyzed and discussed the input and edit function based on MAPGIS system and the technical methods for construction of land use database. The main content include data prepare, data gathering and processing, establishing the database and data output. This paper introduced and analyzed the construction and application of county grade land use database from the "One Picture" project in below three angles:(1) Briefly introduced the construction background, the present situation and the significance of the "One Picture" Project, and the main structure, operation methods and the runtime mode for the 1:10000 county grade land use database.(2)Take the Shicheng county of Jiangxi Province as example, analyzed the construction flow and the area flow. Analyzed the social and economic reasons for the reduction of arable land, increase of forest land, garden land, resident land, industrial mining land and traffic land from the angle of database.(3)Put forward three suggestions in the construction of the database:the attention of the leaders, the scientific management methods and the utilization of the human resource.更多还原
