H企业固定资产投资项目档案管理

【摘要】 企业固定资产投资项目档案管理是企业管理的重要组成部分,它综合了企业项目管理和档案管理等有关专业知识。最近几年,国家把项目档案验收作为项目竣工验收的前提条件,普遍引起了企业的重视。由于项目档案管理要求高,涉及部门多,档案管理部门在实际工作中不断遇到新问题需要解决,基于这种背景,本文对固定资产投资项目档案管理进行了有益研究和探索,以指导企业顺利开展这项工作。本文首先对目前企业固定资产投资项目档案的现状进行了分析,对现行管理职责和流程进行了诊断,并归纳出目前企业项目档案管理中存在的主要问题,在分析的基础上,本文从项目管理的角度入手,运用和吸收工业工程的管理思想,对企业项目档案管理重新进行设计,建立了项目档案管理三维模型图和业务管理流程,理清了项目档案管理和项目建设管理的内在关系,突出了企业档案管理部门在项目档案管理上的监督和指导作用,明确了项目建设各方的职责,构建了项目档案管理新职责体系,并提出了合同约束、同步管理、过程控制、移交把关等企业项目档案管理方法。本文对项目档案的环节管理进行了流程优化和改善,并运用5W1H提问技术,对重点环节的活动进行分析设计,更加细化了项目档案的管理过程。本文还引入了项目全生命周期管理概念,并提出了项目全生命周期各阶段的项目档案管理要求。论文最后针对项目竣工验收阶段的项目档案验收进行分析,并提出项目档案验收的条件、方法和内容。总之,全文在分析现有项目档案管理的基础上提出新的解决方案,对指导企业固定资产投资项目管理工作具有现实意义。更多还原

【Abstract】 The archives management for Fixed Assets Investment Projects is an important part of enterprise management, which combines some relevant professional knowledge about enterprise project management and archives management. In recent years, it is attracting more attention of enterprises that the Nation treats the acceptance of project archives as a prerequisite for the project completion. With the project archives management demanding high and involving many departments, Archives Management Department constantly comes across new practical problems to be solved. Based on this background, the paper has a useful research and exploration to the archives management of Fixed Assets Investment Projects so as to guide the enterprise to carry out this work successfully.Firstly, it analyzes the current status of archives in fixed assets investment projects, diagnoses the existent management responsibilities and processes as well as concludes the main problems in archives management of enterprise project. On the basis of this analysis, this paper, taking the project management as starting point, absorbs and uses the thought of industrial engineering management to redesign archives management of enterprise projects. The design tends to build a three-dimensional model map and operational management processes, at the same time, clarifying the internal relations between project archives management and project construction management, highlighting the supervision and guidance of Archives Management Department in project archives management, clearing the responsibilities of each party of project construction, creating a new responsibility system of project archives management and proposing several methods about enterprise project archives management, such as contract commitment, synchronization management, process controlling and transfer checking.Then the paper provides a process optimization and improvement for management procedures of project archives and use 5W1H questioning techniques to analyze the activities of key processes to detail the management process of project archives. It also introduces the concept of the project life cycle management, and proposes the project archives management requirements in different project life cycle stages. Finally it has an analysis on the acceptance of project archives being at the finishing phase and proposes the conditions, methods and contents about the acceptance of project archives.In short, based on the analysis of existing project archives management, the whole paper proposes a new solution, which has a practical significance to guide the enterprise management of fixed assets investment projects.更多还原
