跨国倡议网络下NGO在环境治理中的角色分析

【摘要】 截止到上个世纪末,除了主权国家外,许多非国家行为体也成了世界政治的主要参与者。全球化的深入发展,不仅仅为全世界经济提供了充足的发展动力,也带来了一系列全球性的问题,特别突出的是一系列亟待解决的环境问题。这一系列问题,有许多并不是单凭主权国家和政府间国际组织都能够解决的。随着“全球治理”这一概念的提出,在全球环境治理中,多种行为体在全球各个领域通过正式或非正式的制度安排,采取合作行动共同应对全球治理问题,构成多层次和多维度的全球环境治理网络,为全球性问题的解决提供了思路和办法。当前非政府组织与主权国家和政府间组织在全球治理中建立的广泛联系和合作关系,宣告非政府组织已经成为全球环境治理体系中的重要行为体。对非政府组织参与全球环境治理的形成和发展的研究,以及分析非政府组织参与全球环境治理的主要模式——“跨国环境倡议网络”,来研究非政府组织参与全球治理的途径和作用,则能更好的理解非政府组织在全球环境治理中扮演的角色。?更多还原

【Abstract】 By the end of last century, non-government organizations had become a focus in global governance of International politics. With the development of globalization, many global issues emerged, which can’t be solved by sovereign states and international government organizations alone, so the concept“global governance”was put forward by researchers of national politics. In the environment of complex multi-lateralism, it is not only the national states and government organizations who are main actors in global environmental governance, it is also necessary to include international non-governmental organizations in the analytical framework. Nowdays, NGOs especially INGOs have become the main actors of global environmental governance, so what role should INGOs play in global environmental governance? What’s the relationship between INGOs and governmental organizations in global environmental governance? By researching the main activity patterns of INGOs - transnational advocacy network, analysing the role that INGOs play in global environmental governance, we can know the importance of INGOs in this area.更多还原
