【摘要】 现阶段,林业的主要矛盾是森林资源增长缓慢与社会对林业日益增长的多种需求之间的矛盾,在这个时期,林业要实现从木材生产为主向生态建设为主的转变,改善森林资源环境成为当前的首要任务。但是,由于现阶段城乡生产力发展不平衡,农村经济增长缓慢、农民生活水平相对低下,加上环境意识不强,长期依赖过渡消耗森林资源维持生活的观念尚未转变,因此,保护发展森林资源又成为一项艰巨而紧迫的任务。木材流通是联接林业生产与消费的桥梁与纽带,是林业扩大再生产的重要组成部分。在市场经济及WTO条件下,加强木材流通管理既能促进林业产业健康有序发展,更有利于保护森林资源,促进林业可持续发展。完善木材流通监督管理体系,是适应当前相持阶段森林资源保护管理、维护生态安全的需要,也是推进福建省林业分类经营、巩固集体林权制度改革成果的需要,更是维护正常的木材流通秩序、促进林业市场经济健康发展、构建和谐社会的需要。但是,在林业两大体系建设理论不断丰富与发展今天,运用相关理论对木材流通管理开展研究的报道基本空白。本文在明确木材流通监管体系有关概念与基本内容的前提下,总结国内外木材流通监管体系运行现状,分析现行木材流通监管体系存在的问题及发展趋势,应用可持续发展、林业分工、产权经济学等理论,重点针对福建省木材流通监管体系运行机制作了较为深入细致的剖析,对存在的问题,提出促进福建省林业生态和产业体系建设必须完善科学的木材流通监管体系的思路。更多还原

【Abstract】 At present, the main contradiction of forestry is between the slow increase of forestry resource and many kinds of social requirements for forestry. At this stage, the first work that can make the forestry change from wood production to ecology construction mainly is improving the environment of forest resource. But because that productivity development in urban and rural is not balance at present, the rural economy develops slowly, the standard of living of peasant is comparatively low, the consciousness of environment protection is not strong, the idea of maintaining living with the excessive consumption of forest resources is still not changed, therefore, protection and development of forest resources becomes an urgent and arduous task. The circulation of woods and forest products is the bridge and link connecting forest production and consumption, is important part of expanding the forestry reproduction. Under the circumstances of market economy and entry to WTO, to strengthen the circulation management of woods and forest products, it can promote the healthy development of forestry industry, and is more useful for the protection of forest resources and promotion forestry sustainable development.The perfection of the circulation management system of woods and forest products is the desire of protection and management of forest resources and maintenance of ecological safety. It is also the desire of expanding the classifying management of forestry and consolidation of the innovation of collectivity forestry rights.It is more the desire of maintenance of well-balanced order of woods’circulation and the promotion of the healthy development of forestry market economy and construction of harmonious society.But today, at the stage that the two systems of forestry is keeping developing and enriching, the report of research in the field of circulation management of woods and forest resources with the correlative theory is empty. With the precondition of confirmation for the concepts and main contents of circulation management systems in the field of woods and forest products,this thesis summarizes the actuality of circulation management system in China and abroad,analyzes the existing problems and developing trend of the present circulation management systems of woods and forest products, expounds the importance of strengthen the circulation management of woods and forest products with the theory of forestry classification management and forestry market economy, mainly anatomizes problems of the circulation management systems of woods and forest products in Fujian,put forward the idea of promotion of the construction of forest ecology and industry system.更多还原
