【摘要】 全面推进社区建设,是社会主义市场经济高度发展的客观要求。社区建设的发展,是我国市场经济和社会管理体制不断成熟的标志。在当前体制转换、社会转型的过程中,社会贫富分化更加明显,经济发展也伴随一系列问题,诸如环境污染、治安恶化、人际关系淡漠等。这些问题在城市中表现得尤为突出,若不及时采取措施,将会危及社会的稳定与发展,因此党和政府提出了“构建和谐社区”的要求。建设城市和谐社区,关键就是要始终把维护和发展广大社区居民的利益作为各项工作的出发点和落脚点,真正把党和政府的惠民政策落实到社区,使社区居民得以共享社会政治、经济、文化发展的成果。本文在认真总结了国内外相关理论的基础上,以长沙市雨花区东塘街道的多个社区为调查对象,采用访谈法和问卷调查法,主要针对社区居民参与的领域、方式、渠道和成效进行分析和研究,并在对数据进行统计分析的基础上,得出以下结论:社区居民参与的意愿较以前有了提高,但实施能力与效果不理想,尚未充分认识到社区事务与自身利益的关联程度是制约其参与的主要因素;居民参与的宽度不够,还有待进一步扩展;关于社区居民参与的制度化和组织化的程度还不够。因此,要想鼓励社区居民参与,更好的促进和谐社区的构建,有必要提高社区居民的参与能力,拓宽居民参与渠道,探索新型的参与方法和途径,完善参与制度。更多还原

【Abstract】 It is the subjective requirement of social market economy high-degree development to boost community construction roundly. Increasingly sufficient development of community is the symbol of market economy and social management system in our country which is gradually maturing. In the process of current system-change and society-change, the drastic popularization between the rich and poor and other problems which appeared during the process of opening and reforming such as environmental pollution,public security depravation and human relations indifference will do great harm to our healthy and stable development if we cannot take measures in time. Especially these problems are very popular in cities, so our Party and government leaders put forward the suggestion that we should construct a harmonious community. The key factor to create harmonious urban communities is believed to be the emphasis on preservation and protection of the interests of the majority residents in a community. And this must be made as both the starting and ending points for community work. On in this way can the citizen-benefiting policy of the Party and government be implemented so that community residents can share the fruit of social political, economic and cultural development.The thesis combines the conclusion of literature, interview and questionnaire, uses the research materials of Dongtang Road Yuhua District in Changsha City as data base, and completes an analysis about the field, methods and main participation of community construction. Based on the contrast analysis of all research results, author gets the conclusion that: as a whole, residents don’t have a strong desire to manage community affair, and they haven’t so much action in fact. Interests influence heavily people’s participation consciousness. Self-governing organization and intermediary organization show very weak intention to dear with community affair. So it is necessary to extent community participation field, to organize and institutionalize community participation.更多还原
