【摘要】 清末民初的蒙旗土地开垦问题一直以来是近现代史研究所关注的重要课题。本文在充分吸收众多前人研究成果的基础上,利用辽宁省档案馆所藏档案资料,对20世纪前二十年的乌力吉木伦河流域地区蒙旗土地开垦进行比较详细研究。同时对乌力吉木伦河流域蒙旗土地开垦的历史背景、旗县并存局面的形成以及蒙旗与县、设治局之间的各种纠纷等进行了分析和研究。通过以上研究试图改变过去主要从外部观察蒙旗社会历史的研究方法。全文由序言、正文、结语三个部分组成。序言交代了选题及其意义、前人研究成果和研究方法以及创新之处,并介绍主要史料。正文共分四章。第一章简述乌力吉木伦河流域各蒙旗地理位置、开垦背景等内容；第二章梳理清末乌力吉木伦河流域各蒙旗开垦状况及开鲁县的设置过程；第三章探讨北京政府时期乌力吉木伦河流域各蒙旗土地继续被开垦状况。第四章分析了蒙旗土地开垦和旗县并存局面所引发的各种纠纷。结语简要总结全文主要内容并交代基本论点。更多还原

【Abstract】 The land reclamation issue of the Mongolian banners, in the late Qing dynasty and in beginning of the republic of china, has always been one of the most significant researching subjects of the modern history. And this got quite a fa(?) achievements in it. On the basis of many previous studies, and the archival material in the Liaoning Provincial Archives, this paper, on the perspective of national regional history, mainly studied the land reclamation of Mongolian banners in the district of Uljeimuren River basin, during the first two decades of the 20th century.By systemizing the materials of this area, which has never been tamed to first reclaimed then to tamed in large area, this paper try to show specific process that the land reclamation trend how to executed in ancient nomadic regions. In addition, the interior social situation of the Mongolian Banners in the Uljeimuren basin areas, and the land reclamation historical background of Jaruud and Aruqorcin, the formation of coexistence of the banners and counties, And various kinds of disputes aroused between the banners and counties, and the Bureau of the land reclamation, was anal sized in the paper.This paper consists of four parts which are preface, main text and conclusion. In preface, the author put forward the chosen topic of this paper, the result of previous studies about this subject, and researching methods and innovations. Main text is composed of four chapters. ChapterⅠ, it is about the location and reclamation background of the Mongolian counties in the Uljeimuren river basin areas. ChapterⅡ, the author describes the situation of Mongolian banners land reclamation In the Uljeimuren river basin Mongolian Banners land reclamation and the establishment of Kailu County in later Qing Dynasty. ChapterⅢ, the author made further analysis of the situation of the Mongolian Banners in the Uljeimuren river basin; that is, land has been continuing to be reclaimed in Beijing government period. Following the dramatic increase in agricultural areas, the Bureau of Reclamation and Located Governing Council were established to further extend coexistence the banners and counties. ChapterⅣ, the author discusses the various disputes aroused by land reclamation of Mongolian banners, and the coexistence of the counties and banners.
