【摘要】 随着全球信息化步伐的不断加快,网络信息技术在公共部门的应用越来越广泛,电子政务在政府工作中发挥的作用越来越重要,成为当代社会信息化发展的最重要领域之一。同时,与世界各国一样,我国公共部门网络信息安全也受到了各种因素的威胁,电子政务中的保密安全问题不得不提上议事日程。政府的信息资源涉及大量国家机密信息,电子政务系统正成为政府信息资源的主要载体,它的安全和保密不仅关系到电子政务和信息化的健康发展,而且关系到国家的经济安全、国防安全和社会稳定。随着政府职能的不断转变,服务型政府、透明政府理念逐步走向深入,政府信息公开正稳步推进,但电子政务本身具有的开放性、虚拟性、网络化的特点,同时也由于部分工作人员信息素质落后,信息保密意识淡薄,信息保密管理没有及时跟上,导致公共部门信息保密安全正面临着重大考验。本文试图通过系统分析信息保密安全管理中存在的问题,深入查找影响信息保密安全管理的原因,研究探讨解决信息保密安全管理的对策措施,以期对公共部门做好信息保密安全管理工作有一定的参考和借鉴作用。更多还原

【Abstract】 With the accelerating pace of global information, network information technology in the public sector is widely used in the work of the government, e-government play an increasingly important role in contemporary society, become the most important informationization development one of the areas. Meanwhile, as countries around the world, China’s public sector network information security also received the threat of various factors, the electronic government affairs privacy and security issues had to put on the agenda. Government information resources confidential information related to large countries, e-government system is becoming the main carriers of government information resources, its security and secrecy is not only related to e-government and informatization, and the healthy development of the relationship to the country’s economic security and defense security and social stability. With the constantly shifting government functions, service-oriented government, transparent government idea gradually moving towards the deep, government information publicity is steadily, and but e-government itself is open, virtual sex, networking features, but also with some staff information confidential information literacy backward, weak consciousness, information confidential management not to keep up, cause public sector information privacy and security are facing severe tests.
