【摘要】 伴随着经济的快速发展,社会的不断进步,资源过度消耗和生态环境恶化的问题日益凸现,如何寻找经济社会发展与资源节约、环境友好之间的结合点,以及构建符合可持续发展要求的经济发展模式成为迫切需要解决的问题。循环经济作为一种全新的经济发展模式,注重清洁生产和废弃物的多级利用,通过物质能量的梯次、闭路循环达到节约资源与减轻污染的目的,是人类对于过去陈旧的经济发展模式的质疑和思索。张掖市作为我国西部欠发达地区,近年来,经济发展取得了显著的成效,但生产方式仍以落后、粗放、资源消耗型为主,因此而带来的资源短缺、生态破坏和环境污染问题日益明显,严重制约了经济的可持续发展。改变资源开发利用模式,转变经济发展方式,是解决张掖市当前经济运行中资源环境压力加大、消费需求不足的关键所在。本文选取张掖市为研究对象,以循环经济理论为指导,对张掖市发展循环经济的模式进行探索和研究。本研究的主要内容如下：第一部分介绍本文的研究背景、研究意义、研究方法和研究思路。第二部分归纳总结了循环经济的内涵、理论基础及在现实中的实践过程,为以后章节的分析提供了理论支撑。第三部分和第四部分采用定性分析与定量分析相结合的方法,对张掖市经济社会系统的主要特征进行深入分析。运用物质代谢分析的手段,找出张掖市近年来的经济社会发展与资源压力以及环境容量约束之间的矛盾所在,进而为张掖市发展循环经济寻找切入点和落脚点。第五部分和第六部分主要是在对张掖市市情进行深刻剖析的基础上,构建出张掖市发展循环经济的总体框架,重点提出了农业、工业、服务业发展循环经济的模式及途径,并从组织领导、政策扶持、体制创新等方面提出了保障张掖市循环经济得以顺利开展的主要措施。第七部分总结全文,得出结论。更多还原

【Abstract】 Due to the fast and continuous development of modern society, overexploitation and pollution have become two major problems. It is important to find a way to promote sustainable development and to find a balance between economic development, resource exploitation and environmental protection to resolve these problems.As a kind of new economy development mode, the circular economy emphasizes the clean production and multistage-circulation use of wastes. It saves the resources and reduces the pollution through an echelon and closed circle of matter and energy circulation. It is gradually practiced an effective way to realize economic, environmental and social benefits. Although, the circular economy is a newly-developed model, to some extent it is also influenced by traditional economic development methods.Since the reform and opening-up, the development of Zhangye which is the underdeveloped areas in the west of China has obtained remarkable achievement. But the production still focuses on the way of backwardness, extensiveness and resources-consumption, which restricts the sustainable development of Zhangye. And developing circular economy can become the inherent demand and efficient carrier of sustainable development in Zhangye. The current thesis, using circular economy theories, chose the city of Zhangye as the research example to find and to analyze deeply the development of circular economy. The contents of the thesis are as follows:PartⅠ:research background, research significance, research methods and research ideas.PartⅡ:introduction of Circular Economy, providing theoretical support for the following parts.PartⅢ&Ⅳ:through qualitative and quantitative analysis methods, analyze the characteristics of the social and economic society of Zhangye. Based on material metabolism analysis method, find out the contradictions between the excess-developed society and the limited-existence resources. As a result, find the breakout and conclusion points.PartⅤ,Ⅵ&Ⅶ:building a framework for the development of circular economy in Zhangye. Analyze models and methods of circular economy used in agriculture, industry and service segments.
