科技创新人才宏观和微观生态环境的研究

【摘要】 科技创新人才的培养与开发离不开人才生态环境,人才生态环境是对科技创新人才进行培养与开发的有力保证。在我国创新型国家发展战略宏观背景下,人才生态环境体系构建对于国家和区域科技创新能力的提升都具有十分重要的意义。本次研究从宏观生态环境和微观生态环境两大视角对科技创新人才的生态环境进行综合研究,并以浙江省高校和企业为实证研究的样本。本次研究运用理论筛选法、专家筛选法构建了科技创新人才的宏观生态环境评价指标体系,运用SPSS for windowsl6.0,对18个样本省市地区科技创新人才生态环境指标进行因子分析,最终提出4大主因子。据此,对浙江省科技创新人才宏观生态环境进行评价分析。构建科技创新人才生态环境与科技创新能力关系模型,并针对该模型,笔者自主设计调查问卷进行实证调研,最后运用AMOS 17.0进行结构方程模型分析。通过结构方程模型验证了科技创新人才微观生态环境对科技创新能力的作用机理,以此检验本次研究所提出的4个假设。通过宏观环境和微观环境两大视角的对科技创新人才生态环境的综合研究,本文提出促进创新的浙江省科技创新人才生态环境构建的建议:“二层次三主体科技创新人才生态环境”体系。

【Abstract】 The talents biological environment is required by the nurture of innovative talents in science and technology,which provides security to the nurture of innovative talents and the construction of the innovative country.Based on the empirical analysis in Zhejiang’s universities andcorporations,This paper resear-ches the talents biological environment from the two major perspectives of macro-Scopical and microcosmic environment.To research the macroscopical environment for creative talents in science and technology,we construct the indicator systems for the creative talents in science and technology by screening in theory and screening by experts.Using SPSS for windows 16.0 and by the method of factor analysis, we assess the macroscopical environment by raising four principal divisors that are based on the sample datas from 18 provinces and cities.We construct a model of the relationship between talents biological environment and hi-tech innovation capacity.Then,we make two questionnaires for empirical investigation.At last, using AMOS 17.0,we check the mechanism of action between the talents biological environment and hi-tech innovation capacity, and check four hypothesis that had been set.Through the comprehensive analysis in two major perspectives of macroscopical and microcosmic environment.this paper suggests that "two hierarchical and three subjective talents biological environment in science and technology" is an efficient path to promote sci-tech innovation capacity in Zhejiang province.
