【摘要】 近年来,女性参与的呼声越来越高,占一半人口的女性能否与男性在政治上得到平等的发展,无疑是构建和谐社会举足轻重的一个方面。从世界的趋势看,着力提高女性参与公共组织、处理公共事务的能力将成为主流。然而,无论是研究女性参政的文献,还是女性主义组织理论的文献中,都鲜有从女性主义组织理论视角审视中国女性参与的研究。一方面,在女性参政的研究中,大多数国内外学者都将视角锁定在女性参与人代会或农村女性参与村委会选举上,以地区的实证研究居多而缺少对现状系统的理论探索。另一方面,从女性主义组织理论的研究来看,国内几乎没人涉足；国外的研究虽多,却很少有针对中国女性参与的。然而,该问题对构建两性政治平等的和谐社会有重要的现实指导意义。为了弥补这个欠缺,本文通过文献法、历史分析法及比较研究法等,从女性主义组织理论视角对国内外政府组织中的女性参与研究进行回顾；从概况、参与途径、参与程度对建国后女性参与的历史与现状进行全新的梳理。并在此基础上运用女性主义组织理论的框架从历史文化、组织结构、组织心理及组织伦理四个方面对我国女性参与的特征进行解读,发现今天女性参与遇到的很多问题其实有着深远的历史文化渊源；组织结构是女性在政府组织中呈现“尖端缺损”现象的深层原因；性别心理是造成女性参与困境的隐性缘由；制度形式平等下公平伦理价值的缺失是女性参与质量难以保障的根源。更多还原

【Abstract】 Recently, women’s political participation has become increasingly popular. Whether women are treated equally with men in politics is one significant aspects of harmonious society construction. What’s more, improving the competency of women’s development in politics and decision-making is the trend in the globe.However, scholars both from home and abroad seldom use the feminist organizational theory to study Chinese women’s participation. Besides, most domestic studies which focusing on women’s political participation are not systematic and concrete. To make up for the lack, this paper first reviewed the available literature and the relevant theoretical and practical study. Then the paper described the history as well as the present situation of Chinese women’s political participation. On this basis, this article tried to explain the features of Chinese women’s political participation from the perspective of feminist organizational theory.The paper revealed that the phenomena which female encountered in today’s political world indeed can trace back to the traditional advocacy of "the superiority of male and the inferiority of female "and" the superiority of husband over his wife". This paper maintained that the organization structure and the traditional patriarchal social system made the female’s political life in a subordinate position. In addition, the psychological factor and people’s concept of the role of men and women are the hidden reasons why women always trapped in dilemma. In the end, the article points out there are also gender-blind policies which is often male-biased, and the rejection of cultural value and morality represented by women in law is the root of poor quality of women’s participation.更多还原
