【摘要】 随着我国经济的快速发展,危险化学品的物流需求大幅增加,水路、道路第三方危险货物物流发展得如火如荼,但是由于我国铁路危险货物运输管理规定禁止国内代理铁路危险货物运输,因此专业化的第三方铁路危险货物运输物流公司尚未浮出水面。而我国危险货物运输中以长距离运输为主,面对如此迅猛的铁路危险货物运输物流需求,对第三方铁路危险货物运输物流公司的运营管理与投资模式的研究极其重要。本文深入研究了第三方铁路危险货物运输物流公司的运营管理,提出第三方铁路危险货物运输物流公司应把市场定位在量大、大众化,或者运输过程需要专门的技术押运队伍押运的危险性比较高的危险货物品名物流上；从车辆购置、车辆运输危险货物资质管理、车辆运营和维护管理等三方面来进行载运车辆管理研究；从专用线危险货物运输资质管理、专用线的作业管理、人员管理和危险货物运输应急预案管理等方面进行安全管理研究；对第三方铁路危险货物运输物流公司的管理信息系统进行了初步的框架设计,该系统主要包括以下六个模块：安全管理子系统、订单管理子系统、仓储管理子系统、运输管理子系统、交易支持子系统和系统管理子系统。本文提出了第三方铁路危险货物运输物流公司的两种投资模式,分别是第三方铁路危险货物运输物流公司自建铁路危险货物运输专用线和共用危化品企业的铁路危险货物运输专用线,并建立了投资模式选择的评价指标体系和评价模型。本文最后以潜在的第三方铁路危险货物运输公司——新疆金吐哈化工运输有限公司为例,验证了本文的方案选择依据的评价指标体系和评判模型的合理性。更多还原

【Abstract】 With China’s rapid economic development, hazardous chemicals logistics demand increases significantly. These years, on roads and waterways, third party logistics of dangerous goods is developing rapidly. But the relevant regulations of dangerous goods transportation by railways forbid any company acting for dangerous goods transportation by railways. In this case, the professional agents for dangerous goods haven’t come out. However, China’s dangerous goods transportation is mainly long distance transportation, study the operation model of third part dangerous goods transportation by railway is extremely important.This thesis studies the operation model of third part logistics company, dangerous goods transportation, and dangerous goods logistics. Considering relevant regulations of waterways, roads and airways dangerous goods transportation, the paper sums up qualifications of these transportations. Combing with railways legislations, get the qualifications of railways dangerous transportation. On the aspects of marketing, transportation vehicle, safety management and information system, the thesis studies the management model of third part railways transportation logistics, and give the process of railways dangerous goods transportation.From the point of infrastructure equipment property ownership, this paper compares the investment models of third part railways dangerous goods, establish investment model selection index system, use AHP and fuzzy evaluation method to determine whether to choose self or shared lines. Finally, take the potential third-party rail transport of dangerous goods company-Xinjiang Gold Tuba Chemical Transportation Co., Ltd. for example, verify the indicator system and evaluation method reasonable. This paper established the investment model selection index system and judgment methods, these system and method can supply dedicated line of investment decision-making basis for third-party railways transportation of dangerous goods.更多还原
