GPS/GPRS技术在武警作战指挥辅助决策系统中的应用研究

【摘要】 随着信息技术的迅猛发展,传统的武警作战指挥决策模式已经无法满足新时期武警部队快速及时的作战需求。GPS (Global Positioning System,全球定位系统)定位技术、GPRS(General Packet Radio Service,通用分组无线业务)技术以及GIS(Geographic Information System,地理信息系统)技术越来越多地被应用于武警作战指挥决策系统中,这些技术的融合可以满足对警车和执勤人员动态定位和实时跟踪的需要,为指挥人员提供正确、科学的决策帮助,为部队作战数字化打下基础。本文首先对GPS、GPRS、GIS等相关技术及文献进行了深入研究与分析。在此基础上,根据武警部队作战执勤的实际需求,给出了将GPS/GPRS技术应用于警务执勤通系统的整体方案。此外,本文还论述了GPS终端对数据的处理过程及基于GPRS技术的GPS终端和指挥中心的通讯方式,并最终完成了警务执勤通系统的设计与实现。系统主要分为:终端数据的处理、GPRS通讯以及指挥监控中心三个部分。通过这三部分的相互协作,达到了警务执勤通系统的实际要求。本系统不但利用了GPS终端实时定位的功能及其快速与GIS系统结合后可以直观地跟踪显示地理数据的优势,还发挥了GPRS技术具有高速、实时、网络覆盖范围广的特点,实现了移动终端与指挥中心之间的信息互传和远程实时监控,辅助决策以及管理。

【Abstract】 With the rapid development of information technology, the traditional patterns of armed police combat and command decision making are unable to meet the speed and response combat requirements of the New Era Armed Police Force. GPS positioning technology, GPRS technology, and GIS technology are increasingly used in Armed Combat Command Decision-making system. The integration of these technologies can satisfy the dynamic-positioning and real-time-tracking needs of police vehicles and personnel on duty, which help commanders make correct and scientific decision and lay foundation for digital operations of the troops.Firstly, this paper has a deep research and analysis on GPS,GPRS,GIS as well as other relative technologies and literature. And then, according to the actual requirement of the Armed Police Force combat duty, a whole design of the application of the GPS, GPRS technology in the PASS (police on duty-pass) is proposed. In addition, the paper explains the data processing on GPS Terminal and the communication manner between GPRS-based GPS Terminal and Command Center. Finally, the PASS system is designed and implemented. The system consists of three parts:processing of terminal data, GPRS communication and Command Control Center. Through the cooperation of these three-parts, the system meets the needs of the PASS. This system, which realized remote real-time monitoring, decision-making and management, information mutual transmission between mobile terminal and command control center, not only utilizes the real-time positioning function of GPS Terminal and the advantages of GPS Terminal together with GIS system to intuitively track and display geographic data, but also explores the characteristics of GPRS technology, such as high-speed, real-time and wide range coverage of network.
