冷战后中日对老挝援助的比较研究

【摘要】 对外援助是当代国际关系的重要内容之一,是当代主权国家实现一定外交政策目标的工具,也是展示国力、维持和提升国家国际影响力的重要途径。经过60年的发展,对外援助已成长为中国发展与第三世界受援国家间关系的重要手段,为中国和发展中国家的共同发展做出了重要贡献。老挝是世界上接受国际援助较多的国家之一,作为中国的友好邻邦,从上世纪五十年代开始,中国一直是老挝的重要双边援助国之一,在中国对老挝的援助中,既有值得总结和推广的成功经验,也有值得反思和改进的教训。日本作为老牌援助国,对老挝的双边援助体现出紧密结合老挝经济社会发展目标的特点,制定了详细的援助目标和援助的优先领域,在推动老挝经济社会发展的同时也充分展示和增加了日本在当地的影响力,取得了很好的援助成效。本文主要从冷战后中国和日本对老挝援助的基本情况入手,对两国对老援助的政策和实践特点进行梳理,并试图客观评价中日对老援助的成效。同时,通过进一步认识老挝的特殊国情、战略意义,针对性地提出了有关中国对老援助的改进性建议,以及关于如何更有效地利用中国对老援助政策的思考,进而为促进中老全面战略合作伙伴关系发展及中国在老挝乃至湄公河流域战略利益的维护,提供对外援助视角的粗略参考。更多还原

【Abstract】 Foreign aid is an important part in the international relations, which is an important tool for a country to implement its foreign policy, and it is also an important role of showing the power of country, and remaining in addition promoting the influence of country. By going underground for about 60 years, foreign aid have grown into an important method that China develop the affinity with the third-World countries that are aided, there is the important devotions for the common development of China and the developing countries.Lao is one of the most accepted-assistance countries in the world. As one of the important bilateral cooperation countries, China’s aid to Laos began in the 1950s. There are much successful experience and valuable forms in the process. China aid to Laos, there is worth reviewing and promoting the successful experience, but also worthy of reflection and improving. Japan serves as veteran donor country, bilateral aid to Laos make sense for the characteristics of the goals of economic and social development, and it also make the detailed goals and priority areas of assistance. Moreover Japan aid to Laos promote the development of economy and social in Laos, achieving very good results,at the same time show and increase the influence of Japan in local.This paper mainly start with the basic information of China and Japan aid to Laos after the Cold War, and go over the policy and practical characteristic about this two countries aid to Laos to further evaluating objectively the effectiveness of China and Japan aid to Laos. By further understanding the special circumstances of Laos and the strategic significance simultaneously, it put forward some suggestions and thoughts of how to improve and utilize the policy of China aid to Laos. Besides, this article provide the rough reference in sight of foreign aid, which is to promote the development of China-Laos comprehensive strategic partnership and defense the strategic interests of China in Laos even Mekong Region.更多还原
