3G技术在森林火灾应急指挥中的应用研究

【摘要】 本文根据森林火灾应急指挥的对数据的无线传输需求以及森林防火工作信息化发展现状和趋势,对3G技术在系统中的应用进行了研究。按照信息流程与业务需求,将现有的森林火灾应急指挥系统和规划中的视频监控、移动指挥车、无人飞机、视频会议、信息发布平台与3G技术进行整合、分析、设计,最终形成全新的基于3G技术的森林火灾应急指挥系统。本研究通过对3G技术在森林火灾应急指挥中的应用研究,实现森林防火工作的高速无线传输,并对不同层面的通信设备进行3G网络的融合,解决了在森林防火信息工程中的信息发布不统一协调、监测图像处理不及时、无法实现数据信息共享和指挥过程滞后的问题。本文主要做了如下工作:(1)技术研究结合森林火灾应急指挥与3G技术,完成相应的理论准备,重点研究系统的体系结构、具体应用以及实现方法。(2)明确信息需求森林火灾应急指挥工作信息需求量大,各种通信方式有各自的传输特点,根据不同的特点在指挥工作中进行有针对性的应用,能够达到事半功倍的效果,有助于系统的整合。(3)3G技术在系统内的应用总体设计是对现有各平台和信息进行全新整合,着重考虑集成的结构、总体目标、设计的原则、总体要求、系统组成、数据管理、多媒体管理及控制管理。(4)应用实现依据系统总体设计的要求,初步开发3G终端应用软件,阐述开发环境和开发工具,开发系统运行结构,简要展示软件的功能效果,并对其在森林火灾应急指挥中的作出评价。由于森林火灾应急指挥是一项复杂的系统工程,涉及的运用面广,跨领域知识多,因此文中尚有不足之处,很多问题还需在实践过程中继续发现和补充。更深一步的研究还有待后续工作的开展。如何结合现代无线通信技术的特点,发展森林防火的事业任重而道远。

【Abstract】 In this paper, in accordance with the work of forest fire emergency operation command, which demands wireless transmission of data, and the information technology development condition and trend in forest fire prevention work, make a research on the application of 3G technology in forest fire emergency operation command system. According to information flow and business requirements, integrating, analyzing, designing the existing system, and video surveillance, mobile command vehicle, pilotless aircraft, video conference, information publishing platform planning platform in the planning and construction, ultimately structure a creative forest fire emergency operation command system based on 3G technology.By means of application research on 3G technology applied in forest fire emergency operation command, successfully achieve high speed wireless transmission of the work of forest fire prevention, integrate 3G network through different level communication devices, settle the problems, ranging from the released information lacking of unity and coordination in forest fire prevention system project, the delay of disposal on monitoring digital image, to not sharing with information and the delay of command.In this paper, do the following work:(1) Technology Research:Combing 3G technology with forest fire emergency operation command, complete the corresponding theoretical preparation, focuses on the integrated system architecture as well as specific application and implementation methods.(2) Define information requirements:As the work of forest fire emergency operation command requires a huge quantity of information, and different communication system have different characteristics in transmission, conduct pertinence application according to their different characteristics, so as to attain the results with half effort, and also contribute to the integration of system(3) The overall design for the system with 3G technology integrates with the existing platform and information, focusing on integrated structure, the overall objectives, design principles, general requirements, system components, data management, multi-media management and control of management.(4) Implementing application:On the basis of the requirements of system design, initially develops 3Gterminal application software, clarifies the development environment and tools as well as development system operation structure, displays briefly the effect of software and makes evaluation while forest fire emergency operation command.Since forest fire emergency operation command is a complex systematic project, involving the application of wide range of cross-subject knowledge, there are deficiencies in the paper, many problems have to be discovered and added. Deeper researches have to be carried out subsequently. Make use of the characteristics of modern wireless communication technology, developing the enterprise of forest fire prevention still takes heavy responsibility.
