【摘要】 近年来,百姓呼声剑指虚高房价,民生调查期盼住房公平。能否有效地实施住房调控政策,解决房价虚高、住房供需结构失衡和房地产投资过热等问题,成了考验政府在住房政策中执行力强弱的重要尺度。本文从政策主体封闭性的角度出发,探寻政府在住房政策中执行力低下的根源及表现,阐述打破执行过程中主体封闭的重要性。政策网络作为公共政策分析的一种新范式,突破了传统研究视角的藩篱,是打破政策主体封闭性、提升政府执行力的重要途径。在考察我国政治与行政生态、文化环境的特点和发展路径的基础上,发现政策网络治理模式理论正逐步显示出对我国社会发展现实的适用性,为政府执行力生长提供了根基与土壤。基于政策网络这一理论模型所蕴含的资源依赖、多元参与以及水平互动等基本理念,文章最后从政策网络协同机制、资源配置机制、学习机制、问责机制、妥协机制等向度提出提升政府住房政策执行力合力的对策。更多还原

【Abstract】 In recent years, voices of people point the swords towards the unrealistically high housing prices, because they look forward to a fair housing investigation. Having the ability to effectively control and implement the housing policies to address the unrealistically high prices, structural imbalances in supply and demand of housing and overheated investment, has become an important measure of the level of execution of the government in housing policy.This article from a policy point of view of the closed participants,to explore the root causes and performance of the government implementation low power in housing policy, restricted view to break of the participants closure in the process of implementation. As a new paradigm of public policy analysis, Policy network breaks through the barriers of traditional research perspective, as well as an important way to break the policy participants closed and to enhance the Government implemention. Based on the expedition of China’s political administrative ecological, cultural environment the characteristics and development paths,we have found out that our country have provided a foundation and soil for the Government implemention growth.
