【摘要】 事业单位养老保险制度改革是当前的热门民生话题,各方关注密切,讨论热烈。事业单位养老保险制度是建立多层次社会保障体系的一项重要内容,是事业单位改革的重要组成部分,也是保障离退休人员生活、维护社会安定的一项重要措施。然而,受我国经济政治体制改革的影响,现阶段的事业单位养老保险制度改革无疑又是一个现实难题。本人身处机关事业单位养老保险工作岗位,一直致力于事业单位养老保险改革的研究和实践,得益于工作经验和收集资料的便利,将其作为MPA毕业论文的选题。本文采用理论研究和案例研究相结合的研究方法,通过对我国事业单位养老保险的现状和社会保障体系建设的实际以及福建省试点改革的经验进行分析,探讨事业单位养老保险制度改革的基本原则、思路和相关配套政策,从而提出建立中国特色事业单位养老保险制度的设想。更多还原

【Abstract】 The reformation of the endowment insurance system for the public institution workers which was watched closely and discussed hotly by all parties is one of the hot topics about the livelihood issue. As a priority role to establish the multi-leveled social security system, the endowment insurance system for the public institution is an important component part for the reformation of the public institution and an important measure to ensure the retired person’s live and the social peace. However, the present reformation exists as a problem for the influence of the reforms in the economic and political structure. The author devoting to the studying and practicing in the reformation of the endowment insurance system for the public institution has the convenient condition to collect materials and gain the related experience for in the post of endowment insurance system for the public institution. So the author wanted to make this topic as the theme of MPA thesis. This paper not only using the studying method of combing theory studying with case studying but also analyzing the actuality of the endowment insurance system for the public institution to explore the fundamental principle, ways of thinking, and related policies. Thus the author put forward the presumption of the endowment insurance system for the public institution with Chinese characteristics.更多还原
