【摘要】 煤炭产业在我国煤炭资源型城市经济中占据主导地位。当前,随着煤炭资源的不断开采,煤炭资源城市面临的问题越来越多,面对资源枯竭、环境污染等诸多问题,资源型城市转型成为必然,如何实现煤炭资源型城市经济持续增长、推进城市转型,寻求接续产业已迫在眉睫。因此,研究煤炭资源型城市的转型,提出富有针对性和建设性的发展思路和措施,就很有必要。淮南市是典型的煤炭资源型城市。随着煤炭资源可采储量的减少,部分老矿井进入枯竭期,未来煤炭开采业对整体经济的带动作用将减弱。近年来,淮南市大力转变经济发展方式,积极调整经济结构,确保经济社会的持续健康发展,但还存在着许多困难和挑战。本文共分四个部分。第一部分绪论。主要是对资源(广义资源、狭义资源)资源型城市、煤炭资源型城市的基本概念进行界定。第二部分主要介绍了城市转型的有关理论。概述了产业经济学、可持续发展、区域经济学等有关转型的基本原理,并总结了国内外个别典型煤炭城市转型的经验。第三部分立足淮南市经济发展现状,对淮南市的经济结构、产业结构变动规律、经济结构特征以及对经济转型有利和制约因素进行了分析。第四部分概括了城市转型的基本思路和原则,并对淮南市城市转型和经济结构调整的时机和模式、接续主导产业进行分析,提出淮南转型与经济结构调整的基本思路和对策。最后,构建出淮南市城市和经济转型的配套体系,以保障转型的顺利实现。更多还原

【Abstract】 The coal industry in China’s coal resources city economy is dominate. Currently, with the continuous mining coal resources, coal city faces more and more problems, in the face of resource depletion, pollution, and many other issues, the transformation of cities become inevitable, how to reach sustained economic growth of coal cities, promoting urban transformation, seeking continuous industry is imminent. It is necessary to study the transformation of coal cities, makes targeted and constructive development ideas and measures.Huannan is typical of coal in the cities. With the recoverable reserves of coal resources, part of the old mine entered depletion period, the future of coal mining industry to the overall economy of the driving role will diminish. In recent years, Huainan strongly changing economic development approach, a positive adjustment of economic structures, ensure the economic and social development, but there are many difficulties and challenges.This article is divided into four parts. The first part of the introduction. Primarily on resources (generalized resources, special resources), cities, coal cities definition of fundamental concepts. The second part focuses on the urban transformation of the theory. Provides an overview of industrial economics, sustainable development, regional economics, basic principles of transformation, and summarizes the domestic and international individual typical coal city transition experience. The third part based on the current situation of economic development, Huainan, Huainan City economic structures, industrial restructuring law, economic structure and economic transformation enabling and constraining factors analyzed. Section IV summarizes the urban transformation of the basic ideas and principles, Huainan city restructuring and structural adjustment of timing and mode, continuous analysis of leading industry, Huainan transformation and economic structural adjustment of the basic ideas.
