无线城市项目管理研究

【摘要】 通信网络是国民经济的重要基础,是社会物质文明发展的重要基础,因此在灾后重建的诸多项目中,通信网络的重建是刻不容缓的优先实施项目。而随着社会经济的发展和科学技术的进步,现代通信建设项目的规模越来越大,工程任务越来越复杂,技术要求越来越高,涉及的利益相关者越来越多,从而导致移动通信工程项目成为一项长期而艰巨的任务,因此为了快速、高效的进行灾后重建,必须采用合理的项目管理模式,解决灾后重建项目中的进度管理、沟通管理和风险管理问题。本论文以2008年中国移动四川成都分公司在5.12汶川地震后的灾后重建通信工程中的天府新城“无线城市”工程项目为依托,着重从灾后重建通信工程项目的项目进度管理、项目沟通管理和项目风险管理入手,进行相应的管理模式研究。首先从地震灾害的重大危害入手,针对地震灾害给基础设施带来的重大破坏性从而造成了通信工程项目灾后重建工程的特殊性,提出了应该运用现代项目管理理论来指导灾后重建通信工程项目工程。并就个人作为四川移动灾后重建工程“无线城市”项目的项目经理的实践经历,对工程实施过程中积累的宝贵经验进行了总结,以纪实的方式再现了成都移动灾后重建“无线城市”项目的实施历程,详细的介绍了项目过程中的进度管理、沟通管理和风险管理和从项目个人经验以及现代项目管理理论角度出发得出的优化方案:在项目进度管理中,除了做好项目进度安排表,控制工程进度的关键节点之外,还必须做到将准备工作落实到各责任人,做好割接当晚信息通报和问题处理流程设计,以及对割接进度和问题处理的监控。在沟通管理方面,除了对项目各参与主体进行任务分配之外,还要针对通信工程项目的特征设置多层次项目沟通平台,为项目涉及的多利益主体建立沟通渠道,其次是建立项目组合署办公方式,构建物理上的良好沟通平台;第三是对割接组织结构进行优化,保证各割接步骤有具体人员和时间点。在风险管理风险,首先是要要建立风险管理框架结构,运用风险管理指南、DMAIC风险管理过程模型和风险状态图进行风险管理;其次针对项目中出现的风险提出应对措施,包括管理流程创新、制定合理实施方案等。本论文通过个人的工程实践,对通信网络“无线城市”工程项目做出了上述的研究,但由于本人工作的范围的局限性、知识架构的不完整性,并不能做到全面、透彻的对整个项目进行深入的探讨和分析,其中仍有不足之处,希望在我今后的工作中能够继续对此给与关注并做出进一步的研究,能够更好的指导类似情境下的工程项目管理。

【Abstract】 With the advance of the earthquake relief work, post-disaster reconstruction to be put on the agenda. Post- disaster rehabilitation and reconstruction is a long and arduous task, for the rapid and efficient conduct post-disaster reconstruction, need to adopt rational management. And the communication network is an important basis for the national economy, which also is an important foundation for the development of social material. As the development of economic and the progress of science and technology, modern communications construction projects’scale is growing, the task is more and more complex and the technical requirements is more and more high, the traditional construction management mode is not meeting the use now.In this thesis, we took the project of Tianfu Metro "wireless city" project in Sichuan branch of China Mobile’s reconstruction after the communications project as the basis, through the analysis of post-disaster reconstruction projects and the combination of the special nature of Communications Engineering , focusing on communication projects from the reconstruction project schedule management, project communication management, and project risk management, it is proposed reconstruction of Chengdu mobile communication optimization project. Of the project manager as the application of a theoretical system that successfully guided the research project management, successfully complete the project. First, a significant earthquake hazard from start of seismic hazard to the enormous destruction of infrastructure resulting in communication post-disaster reconstruction projects in the particularity of the modern project management theory should be used to guide the reconstruction project of Communication Engineering. And to individuals as post-disaster reconstruction in Sichuan Mobile "wireless city" project manager of the practice experience accumulated in the course of project implementation are summarized valuable experience in order to reproduce the way documentary reconstruction of Chengdu Mobile "wireless city" project implementation process, and detail the progress of the project process management, communication management and risk management, and from the project, and the perspective of modern project management theory derived from optimization.Overall, I make the above-mentioned studies through the practice in the communication networks project, "Wireless City", but because of the limitations of my scope of work, knowledge-based incomplete and can not be comprehensive, thorough on the entire project in-depth discussion and analysis, which is still inadequate, I hope that future work will continue to make this more attention and further research, which can guidance the project management under the similar situation.
