农产品加工业产学研合作创新的模式与机制研究

【摘要】 理论研究和工业实践表明,产学研合作已成为推动产业创新的重要途径。农产品加工业是比农业规模大、效益高、贡献多的产业,也是广大发展中国家工业化初期和中期应该优先发展的产业。与发达国家相比,我国农产品加工业自主创新能力仍然薄弱。农产品加工业“十一五”发展规划明确指出要通过有效整合大专院校、科研单位和企业的力量,构建农产品加工业技术创新体系,提高农产品加工业的创新能力。因此,农产品加工业产学研合作创新是一个值得研究的现实问题。本文选题来源于湖北省教育厅人文社会科学研究项目《农产品加工业产学研合作创新的实证分析及机制研究》(2008y229)。本文采用文献分析、比较研究、案例研究、数理统计等方法,定性分析和定量分析相结合,综合运用机制设计理论、合作创新理论和博弈论,开展研究工作。研究过程始终围绕农产品加工业产学研合作创新模式与机制设计这一主题。首先对国内外产学研合作的研究现状作了有针对性的回顾与评述;然后,对农产品加工业技术创新的特点和产学研合作现状进行了分析,指出目前我国农产品加工业产学研合作方式单一、合作效率低,造成这一局面的重要原因之一是农产品加工业产学研合作创新实践缺乏符合其产业特点的理论指导;接着,对农产品加工业产学研合作创新的典型模式及其优缺点进行系统分析,指出了影响农产品加工业产学研合作创新模式选择的因素;在此基础上,探讨了农产品加工业产学研合作创新存在的主要问题,构建了以农产品加工企业为主体的产学研合作创新机制,包括动力机制、激励机制和约束机制,并对每个机制的子机制进行研究。最后,选择广东温氏食品集团有限公司的产学研合作创新进行案例分析,使理论与实践有机结合。农产品加工业产学研合作模式的研究与合作机制的构建,为农产品加工业产学研合作提供了理论指导,对加快农产品加工业技术创新体系的建设,提高农产品加工业国际竞争力具有重要意义。

【Abstract】 The theoretical research and industrial practice show that industry-university collaboration (referred to as IUC) has become an important channel which promotes industrial innovation. Agro-industry has larger-scale, higher efficiency and greater contribution than agriculture, to the developing countries, it should be given priority to develop in the early and mid-term industrialization. Compared with developed countries, the capability of independent innovation of China’s agro-industry is still weak. The "Eleventh Five-year" development plan of agro-industry clearly points out that, in order to improve the innovative capability of agro-industry, we should build agro-industrial technology innovation system, through the effective integration of universities, research institutes and enterprises. Therefore, it is worthwhile to research on IUC of agro-industry.This topic is derived from the humanities and social science research project《Study on empirical and mechanism of industry-university collaboration in agro-industry》(2008y229), which is supported by Hubei Department of Education. In this paper, we make use of document analysis, comparative studies, case studies, mathematical statistics and other methods to carry out research work, and integrate qualitative and quantitative analysis, as well as the combination of mechanism design theory, collaborative innovation theory and game theory. The research focuses on the models and mechanism design of IUC innovation in agro-industry. In the first part, we give a targeted review and comment on the research of IUC at home and abroad, and then taking the characteristics of agro-industry and the status quo of IUC as the starting point, we consider that the IUC of China’s agro-industry is inefficient, and the collaborative model is single, one of the important reasons for this situation is that the IUC of agro-industry is lack of theory guidance which is in line with the characteristics of agro-industry. In the second part, we make systematic analysis on the typical models and their respective advantages and disadvantages of IUC in agro-industry, and point out the impact factors of model selection. On this basis, we explore the main problems of IUC innovation in the third part, and set up IUC innovation mechanism in which agro-processing enterprises are main part. The mechanism includes the dynamic mechanism, incentive mechanism and restraint mechanism. We also study on sub-system of above mechanism. Finally, we take Guangdong Wens Food Group Co., Ltd. for case study, which is related to the organic combination of theory and practice. The study of models and mechanism of IUC in agro-industry has great importance, it provides a theoretical guidance to IUC of agro-industry, and accelerates the construction of agro-industrial technology innovation system, as well as enhances the international competitiveness of agro-industry.
