【摘要】 生态城市是20世纪70年代随着城市化进程的加快和人口、资源与环境问题的加剧提出来的一种新的城市发展模式,是现代城市建设与发展方向和目标,生态城市的建设对促进社会、经济和环境的协调可持续发展具有重要意义,而科学的城市管理是维持生态城市发展的基本保障。城市经营作为市场经济条件下应运而生的一种进行城市建设、运营和管理的全新理念,是加快城市生态化改造、生态城市建设和管理的必然选择。本文对生态城市建设与城市经营理论、生态城市经营绩效评价体系及方法等相关文献进行了综述,对已有研究成果进行了总结。以中新天津生态城为研究对象,从理论和实际出发,对生态城市的建设与经营理论进行阐述,分析了中新天津生态城建设的基本内容和总体框架；通过比较分析国内外典型城市的经营管理模式,并根据中新天津生态城的基本特点,提出了中新天津生态城的城市经营管理模式和评价指标体系。本文的主要研究工作包括：1.对比城市建设与城市经营理论,阐述生态城市与生态城市经营的基本内涵和特点,分析中新天津生态城建设的主要内容,其中包括生态城绿色文化的建设、生态布局的优化、生态经济的发展以及生态城产业结构模式的优化等内容。2.分析了国内外一些具有代表性的典型的城市经营模式,总结它们各自的城市经营特点,根据中新天津生态城的建设背景、发展规划、建设目标及其总体定位,基于中新天津生态城经营模式的可操作性、可复制性和可推广性原则,提出了中新天津生态城城市经营的基本内容和经营模式。3.基于生态城市经济、社会和环境协调可持续发展的基本要求,利用绩效棱柱分析模型,构建了中新天津生态城的城市经营绩效评价指标体系,给出了基于DEA模型的中新天津生态城经营绩效评价的方法,并提出了改善中新天津生态城发展模式的意见与建议。通过对生态城市经营模式的研究和相关的绩效评价分析,本文指出：中新天津生态城的城市经营模式的构建需要充分考虑其独特建设和管理特点、城市环境、经济发展状况及相关的政策措施等因素,从而为中新天津生态城的建设与可持续发展奠定良好的基础。更多还原

【Abstract】 Eco-city is a kind of new city development model with the modern urbanization level’s deepening and the aggravation among population, resources and environment, which has become the constructing and developing direction and target. Eco-city construction plays a very important role in the coordinate and sustainable development of society, economy and environment, while the scientific city management is the basic guarantee to maintain the Eco-city development. As a kind of new concept, the city operation emerges with market-economy condition aiming at city’s construction, operation and management. It is the inevitable choice to accelerate the process on city ecological transformation, Eco-city construction and management.The related literatures about Eco-city construction and operation theory, Eco-city operation performance evaluation system and its method theory are reviewed, and the corresponding researches are summarized in this thesis. Proceeding from the theoretical and practical, the Sino-Singapore Tianjin Eco-city is the research object, the Eco-city construction and operation theory are described, and, the construction on basic content and overall framework of Sino-singapore Tianjin Eco-city are analyzed in this thesis; According to Sino-Singapore Tianjin Eco-city features, the city operation and management model by comparing with the typical cities around the world are investigated, and the city operation and management model and evaluating index system on Sino-Singapore Tianjin Eco-city are presented. The main study works and content are as follows in this thesis:1. Compared with the city construction and city operation theory, the basic content and its features about eco-city and its operation are discussed, and the main contents of the construction on Sino-Singapore Tianjin Eco-city are analyzed, which contains green culture construction, the ecological layout optimizing, eco-economy development, industrial structure pattern optimizing and so on.2. Some representative typical city operation models are expounded, and their operation features are also summarized, then according to the construction background, development plan, construction target and overall positioning of Sino-Singapore Tianjin Eco-city, and based on the Tianjin Eco-city operation model’s operability, replicability and promotional principles, the Sino-Singapore Tianjin Eco-city operating contents and its operation model are proposed in this thesis.3. Based on the basic requirement for coordinated and sustainable development among economy, society and environment in the Eco-city, by utilizing the performance prism model, the city operation performance evaluation index system on Sino-Singapore Tianjin Eco-city are constructed, and aroused form the DEA model, Tianjin Eco-city operating performance evaluation method are also gave in this thesis, then the opinions and suggestions can be proposed for improving Sino-Singapore Tianjin Eco-city developing mode.Through the research on operation model and its performance evaluation on Sino-Singapore Tianjin Eco-city, the conclusion is pointed out:For building the Sino-Singapore Eco-city operation model, the impact factors, for example, its construction and management unique features, the environment, economy development situation, its related policy measures and so on, need to taken full account by the managers, and then it can lay a good foundation for the construction and sustainable development of Sino-Singapore Tianjin Eco-city.更多还原
