我国公务员考核中存在的问题及对策研究

【摘要】 伴随着社会的不断发展进步和社会文化的日新月异,公务员制度因时而生,是社会发展的一个产物,也是国家现代化的重要特征,是国家政治制度的突出体现之一。在我国公务员制度短短十几年的发展历程中,公务员考核已经已经越来越凸显出其在公务员制度中的重要地位,对于公务员发展具有重要的地位,公务员考核制度的完善与发展在公务员制度的完善与发展方面发挥着独特的作用。作为一项制度存在,其完善的历程必然是艰辛而漫长的,虽然现有考核体系存在这样那样不尽如人意的问题,导致考核浮于表面,考核过程、结果出现各种不公平的现象等问题,从而削弱了公务员考核的存在效果,不利于公务员制度作用的凸显,但这也是我国公务员制度发展过程中必然要经历的阶段。因此,如何完善我国公务员考核制度和过程具有重要现实意义,也具有很强的理论和实践意义。本文首先介绍了论文研究的背景、意义,对国内外公务员的考核现状进行描述,阐述了创新之处。第二部分对公务员、公务员考核进行了界定,介绍了公务员考核的原则、内容,并介绍了我国公务员考核制度的发展历程,对公务员制度存在的价值进行分析。第三部分分析了我国公务员考核过程中存在的相关问题,并对问题存在的原因进行了分析。第四部分是本文的重点,论文从考核理念、考核机制完善、考核标准细化、考核流程设计、考核方法运用和考核结果应用等六个方面提出了相关的对策。论文最后对全文进行总结,分析研究存在的不足。

【Abstract】 With the continuous development and progress of social cultural the civil service system has been developing for timely, which is a product of social development and an important feature of modernization, is a highlighted one of the political system. China’s civil service system has a development history with 17 years, the civil service many civil servants have been identified as an important incentive to move, an important development for the civil service status, improve the civil service system in a unique role to play. As a system existed in the history of sound must be hard and long, although there are various existing evaluation system, the problem is not satisfactory, leading to float on the surface of assessment, assessment process, resulting in a variety of non- unfair to undermine the existence of the civil service examination results, is not conducive to highlighting the role of the civil service system. Therefore, how to improve the process of China’s civil service examination system and has important practical significance, but also has a strong theoretical and practical significance.This paper introduced the research background significance, status of domestic and foreign research review, and described the innovations and methods of the paper. The second part of the civil service, civil service examination for defining, introducing the principle of civil service assessment, content, and describes the development of China’s civil service examination system in the course of the civil service system has the value analysis. The third part of the Chinese civil service examination related problems existing in the process, and the cause of problem analysis. The fourth part is the focus of this thesis from idea evaluation, assessment mechanisms improve, refine assessment criteria, assessment process design, assessment methods and examination results of the use of six applications were put forward countermeasures. Finally a summary of the full text, analysis of the deficiencies.
