【摘要】 土地利用总体规划中生态屏障用地布局研究是刚兴起的研究课题,相关研究还处于初步阶段。区域生态屏障用地是保障区域生态安全,改善生态条件,提高综合发展力和可持续发展能力的重要保障。在编制土地利用总体规划时,要依据生态屏障用地格局,充分考虑生态功能的完整性和稳定性,不造成区域生态功能的改变。为解决和协调国民经济发展和生态环境保护之间的矛盾,科学地规划和调整经济发展的方式、规模和结构,恢复和协调各个生态系统的动态平衡,促使区域经济和生态系统向更高级、更科学、更合理的方向发展,须在充分认识区域的生态环境状况的基础上,划定生态屏障用地布局,以指导自然资源的合理开发和产业合理布局。本文在研究背景和意义的基础上,总结前人关于生态屏障用地的研究以及土地利用总体规划中生态屏障用地研究进展,探讨了生态屏障用地的基本概念以及内涵,阐述了本文研究涉及的相关理论基础。在本文中采用四种方法对生态屏障用地布局进行研究,包括生态屏障用地异质度分析、生态屏障用地斑块分析(其中包括斑块特征分析、斑块间隙分析)、生态系统服务功能评价以及GIS空间分析方法。以星子县为研究实例,介绍星子县现状,对生态屏障用地现状以及存在的问题进行分析,通过实际调研划定重大灾害区域,结合生态系统服务功能评价方法划定保护区域,以此为基础,引入生态廊道和斑块研究方法研究生态屏障用地布局。阐述生态屏障用地布局对生态网络连续性和完整性的保障、生态屏障用地布局与生产、生活用地布局之间的统筹协调。更多还原

【Abstract】 The study on land arrangement for ecological shelter zone is an emerging subject in general land use planning. Land for regional ecological shelter zone is an important guarantee for preserving regional ecological balance and improving ecological condition as well as for the improvement of comprehensive and sustainable development. General land use plan should be compiled according to the land pattern of ecological shelter zone in full consideration of the integrality and stability of ecological function to avoid any functional change. In order to coordinate the relationship between the development of national economy and the preservation of ecological environment and bring both up to a more scientific and rational level through the regulation of mode, scale and structure of economic development together with an effort to restore the balance among sub- ecosystems, it is necessary to identify the layout of ecological shelter zone to provide guidance for proper development of natural resources and reasonable industrial distribution on the basis of through understanding of the regional ecological conditions.With a summary on the former research on land for ecological shelter zone and a review of the research progress, this thesis first discusses the definition and connotation of land for ecological shelter zone and puts forward relevant theories applied in the research. Four methods are then adopted in this thesis to carry out the study on layout of ecological shelter zone, namely the heterogeneity analysis, analysis of land patch including analysis of patch characteristics and patch gap analysis, evaluation of ecosystem services function, and GIS space analysis. In the following part this thesis takes Xingzi County as an example and analyses its situation and existing problems of land for ecological shelter zone. On the basis of the identification of severe disaster area through a filed survey and the designation of protection area via evaluation of ecosystem services function, the study is made on layout of ecological shelter zone with the analysis of ecological corridor and land patch. In the closing part of the thesis it elaborates on the significant role of land distribution of ecological shelter zone in maintaining the continuity and integrity of ecological network as well as its coordination with the distribution of industrial land and residential land.更多还原
