【摘要】 旅游业具有“无烟产业”和“永远的朝阳产业”的美称,自改革开放以来,中国旅游业一直坚持政府主导型发展战略,这对中国旅游业的高速发展起了关键作用。南通作为全国优秀旅游城市,苏通大桥的建成通车、如东洋口港的深度开发和上海2010年世博会,给南通旅游业带来新的契机。在“桥港”时代到来之际,研究地方政府在旅游业发展中的地位和作用,明确政府在旅游业发展中的职能,对于南通市旅游业的发展和经济转型升级,具有重要的现实意义。本文采用文献分析、比较研究、实证分析等方法,通过对政府在旅游业中职能的研究,深层次挖掘了地方政府在旅游业发展中存在的职能缺位和越位问题。在旅游业发展模式的选择问题上,本文提出应根据不同地区的实际情况,确定采用政府主导模式或市场主导模式;根据南通市旅游业发展的实际,目前仍以坚持政府主导型为主,并适当引入了市场调节机制。更多还原

【Abstract】 Tourism has a“smokeless industry”and“eternal sunrise industry”reputation, since the reform and open policy, China has always insisted the government-led developmental strategy, which is a key role to the rapid development of the Chinese tourism. As a national outstanding tourist city of Nantong, Su Tong Bridge opened to traffic, the depth development of oriental Port and Shanghai World Expo 2010, to bring new opportunities for the Nantong tourism. When“bridge port”time arrival, studies local government in tourism development status, and clear about government’s function in tourism development, For the Nantong tourism development and economical transformation and upgrading, has important practical significance. This article uses methods and so on literature analysis, comparison research,empirical analysis, through to the government in the tourism the function research, the deep level has unearthed the Local authority the function vacancy which and the offside question exists in the tourism development. In the tourism development model’s choice question, this article proposed that should act according to different local the actual situation, determined that uses the government to lead the pattern or the market leadership pattern. According to the Nantong tourism development’s reality, still insisted at present the government leading primarily, and has introduced the market regulation mechanism suitably.更多还原
