【摘要】 行政审批是政府管理行政事务的手段,行政审批服务则是行政审批工作的行为表现,行政审批制度是本,行政审批服务是标,建设服务型政府就是要坚持标本一致,解决部门主义、提升行政效率,向公民提供公开、公平的“一站式”行政服务。以审批服务为主要内容的行政政务服务,主要指地方各级政府及其所属部门、机构为公民、法人和其他社会组织办理行政许可、非行政许可行政审批提供公开、公平、高效的服务。当前和今后一个时期,推进政府管理创新,建设阳光政府、法治政府、服务政府、效能政府,提高政府公信力和人民群众对政府的满意度,促进经济社会又好又快发展,深化政务服务方式改革、健全完善审批服务体制机制是一个重要的切入点和现实的着力点。近年来,以实行一站式办公、一条龙服务为主要内容的各级行政审批服务中心为行政审批服务的发展进行了有益探索,但是目前社会发展过程中实际存在的机制、体制不完善,已经形成的部门利益与全局利益的冲突、公务员队伍整体素质的缺陷、社会发展过程中不断出现的新矛盾等,需要对产生问题的根源加以认识研究,以便缩短审批时限、提高办事效率,为经济社会发展构建和谐的环境。本文旨在理清行政审批、行政审批制度以及行政审批制度下的审批服务问题,通过对行政审批制度改革的论述,对行政审批服务的发展趋向阐述了基本的认识,通过对当前行政审批服务的理念、方式和平台建设加以研究论述,以及对网上审批理论的研究,进一步理清了推行电子政务在转变政府职能与推进行政审批服务之间的关联性,从而就进一步完善行政审批服务提出了意见.建议,重点是探索主体审批与部门执法相分开的运行体制,加快实行以一站式办公、一条龙服务为主要内容的行政审批服务中心建设,实施“两集中、两到位”,再造审批流程,树立良好的服务理念,创新服务机制、创新服务方式、创新服务手段,建好服务平台,推动政府尽快由管制行政转向服务行政,实现政府职能的根本性转变。更多还原

【Abstract】 The administrative examination is a government method managing administrations, and the administrative examination service is the behavior performance of administrative examination. With the administrative examination system as the essence, the administrative examination service is the performance. To construct a service government is to insist the uniformity of essence and performance, to solute the problem of department principle, to promote the administrative efficiency so as to provide publicly, fair one-stop-style administrative service to the citizen. The administrative government affairs serve with the service of examining and approving as its primary coverage, mainly refers to kinds of levels of local government and respective departments and organizations providing publicly, fair and highly effective services for citizens, legal persons and other social organizations in handling administrative permission, non-administrative permission and administrative examination. At present and in the coming period,it is an important breakthrough point and reality point of application to advance government management innovation, construct sunligh, law, service and potency government, government, enhance government public prestige strength and people’s satisfaction degree to government, promote economic and society good and rapid development, deepen reforming of government service mode, and to perfect and consummate system and mechanism of examination service. In recent years,kinds of levels of administrative examination service centers with one-stop-style work and coordinated process service as their primary coverage, have carried on beneficial explorations for the development of administrative examination serves.But in present social development process the actual existing imperfect mechanism and system, already formed conflict between department benefit and the whole interests, the quality flaw of the overall official troop, and new contradictions appearing unceasingly in the social development process, etc.,all need us to learn and research the root of those questions, to reduce examination time limit, enhance working efficiency, so as to construct harmonious environment for the development of economic society.This article is for the purpose of clearing off the administrative examinations, the administrative examination systems as well as the examination service questions under the administrative examination systems, and elaborates basic understanding of the administrative examination service’s development trend with elaboration of the administrative examination system reform, further clarifies the relatedness between carrying out E-government in the transformation government function and the advancement administration examination service with the studies elaborates of current administrative examination service ideas, ways and platform constructions as well as on-line examination theory. Thus the article further puts forward opinions and proposals on further consummation of the administrative examination service, with the key point of exploring a movement system with separatation between main body examination and department law-enforcement, speeding up implement of administrative examination service center construction taking one-stop-style work and coordinated process service as primary coverage, implementing "two centralisms, two arrivings" to reconstruct examination flow, setting up good service idea, innovating service mechanism, service mode and service method, well constructing service platform, so as to impel the government to change from control administration to service administration as soon as possible, and to realize the fundamental transformation of government functions.更多还原
