【摘要】 党的十六届五中全会提出了建设社会主义新农村的重大历史任务,党的十七大指出,解决好农业、农村、农民问题,事关全面建设小康社会大局,必须始终作为全党工作的重中之重,十七届四中全会又突出指出推进农村改革发展,关键在党,并对社会主义农村建设做出了新的部署,这为农村基层党组织在新农村建设中发挥好领导核心作用和战斗堡垒作用,提供了更广阔的舞台。党的基层组织是党执政的组织基础。党在农村的基层组织,是党在农村全部工作和战斗力的基础,是乡镇、村各种组织和各项工作的领导核心。建设社会主义新农村的各项任务最终要靠农村基层党组织领导团结和带领农民群众来完成,农村基层党组织特别是村党组织如何在这个广阔的舞台上,担负起推进社会主义新农村建设的重要职责,是必须回答和解决的问题。正是基于这样的思考,本文按照马克思主义中国化的原理和党的最新理论成果,运用理论和实际相结合的方法对新形势下的农村基层党建问题进行了初步的探讨。全文共分为五部分：第一部分为绪论,阐述了本文的研究目的和意义,研究思路与方法；第二部分加强农村基层党组织建设的重要性及当前面临的新挑战,阐述了当前国际、国内形势的发展变化,明晰加强农村基层党组织执政能力建设的重要性及面临的挑战；第三部分沈北新区农村基层党组织建设的现状和问题,从沈北新区基层党组织实际分析入手,挖掘出了沈北新区农村基层党组织执政能力建设中存在的问题；第四部分充分借鉴本市内其他典型村的经验和做法,提炼出加强本地农村基层党组织的启示；第五部分新形势下加强农村基层党组织建设的对策与建议,运用相关理论,提出从五个方面加强农村基层党组织自身建设的对策与建议。更多还原

【Abstract】 Party Plenum of building a new socialist countryside put forward a major historic task, the party’s congress that address agriculture, rural areas and farmers have a bearing on the overall situation of building a moderately prosperous society, must always be the party’s work the top priority,17 again the Fourth Plenary Session highlighted in promoting rural reform and development lies in the party, and made a new socialist countryside construction of the deployment, which for rural grass-roots party organizations play in the new rural construction well the central role and fortresses leading role in providing a broader stage.The party’s grass-roots organizations are the party’s organizational base. The party’s grassroots organizations in rural areas, is the party’s work in the rural areas and fighting the foundation of the township, village organizations and the work of the leadership core. The building of new socialist countryside all the tasks of rural grassroots party organizations should ultimately rely on the leadership to unite and lead the masses of peasants to complete the rural grassroots party organizations, especially how the village party organizations in this vast arena, and take forward the building of new socialist countryside an important responsibility that must be answered and resolved.
