长沙市公交优先发展对策研究

【摘要】 随着城市化进程的加速,城市交通问题已经成为当今许多城市所面临的难题之一。实践证明,要实现城市的可持续发展,必须从长期、持续发展公共交通上寻求突破。长沙作为湖南省会城市,近几年经济社会发展速度较快,城市的建设与城市的交通也存在着一定的不协调,交通拥挤现象在长沙比较严重,优先发展城市公共交通亦成为解决城市交通问题的主要途径。本文按照“提出问题—分析问题—提出对策”的思路,针对长沙市经济发展水平,土地空间布局发展形态,交通发展环境进行分析,结合不同公共交通方式的特点,提出切实可行的公交优先发展战略。全文分为四个部分:第一章主要论述研究目的和意义、国内外研究现状以及研究思路和方法:第二章论述了城市公共交通及公交优先的内涵、功能和基本原则;第三章首先对长沙市城市概况进行简要介绍,然后具体阐述了长沙市公交优先战略的实施现状,指出目前长沙市实施公交优先战略还存在着公交优先发展政策亟待出台、城市公共交通的公益性属性定位亟待明确、公共交通基础设施建设严重滞后、公共交通企业经营环境亟待优化及公共交通管理体制亟待理顺五个方面的问题,并对其问题产生的原因进行分析将之概括为:政府对公共交通事业的公益性认识不足、城市整体规划布局及路网建设不合理、城市化的快速推进引发的公共交通供需矛盾突出和公共交通企业经营管理体制四个方面;第四部分针对第三部分阐述的存在问题及其原因分析,提出了切实可行的长沙市实施公交优先发展对策,一是完善相关政策法规,二是加快公共交通基础设施建设,三是建立公共交通财政补偿机制,四是实施优质服务,五是稳妥推进公共交通行业改革。

【Abstract】 With the speeding of the urbanization, the issue of mass transit in the cities has become one of difficult problems which many cities are facing. It is evident that to achieve the sustainable growth of cities must make a breakthrough by developing mass transit sustainably over a long period of time. Changsha, as the provincial capital of Hunan province, has greatly developed on the economics and the society. However, mass transit in the city can not develop along with the construction, and vehicle usually blocks up. Therefore, the main way to solve the issue of mass transit is to give priority to the development of mass transit. According to the thinking of "raise a problem, analyze the problem, make solution"; the essay analyzes the level of economical development in Changsha, the development pattern of the layout on the land and the space, and the environment of development on mass transit, combines the various features of mass transit’s patterns, puts up with the practical strategy of giving priority to the development of mass transit. The essay is divided into four parts. Chapter One is mainly about the aims and the meaning of the research, the present circumstances at abroad and home, and the thinking of ways of the research. Chapter Two is concerned about the connotative meaning, features and basic principles of giving priority to mass transit. In Chapter Three, the outline of Changsha and the history of mass transit are discussed, and circumstances of implement on the strategy of giving priority to mass transit also are analyzed. Then analyzes the problems of causes of taking measures of giving priority to mass transit in Changsha, puts forward five problems:the enforcement of the strategy on the giving the priority to mass transit is still not to be published; the feature of public good of mass transit is still not to defined; the fundamental constructions of mass transit are seriously delayed; the running environment of the companied of mass transit is still to be purified; the management system of mass transit is still not to be arranged. The reasons are as follows:the government’ inadequate knowing of the importance of mass transit; the whole improper outline and layout of the whole city and the improper structure of city roads; the sharp conflicts between demands and supply raised by the urbanization; the improper structure of city roads; the improper management of company. Chapter Five puts forward the make outs, which are to revise and improve politics, laws and regulations, speed the constructions of the basic mass transit, establish the system of compensation of mass transit, provide the excellent service, and push the innovation of mass transit safely.
