【摘要】 高新技术产业发展水平是衡量一个国家或地区科技经济综合实力的重要指标,这是世界各国在多年的发展实践中得出的经验总结。技术创新是高新技术产业的生命力所在,高新区的发展最终亦是由技术的不断创新驱动的。因此,技术创新能力是决定高新区竞争力和发展潜力的根本性因素。多年来的实践经验表明,高新区的技术创新直接影响到高新技术产业的发展方向。为此,正确地认识和评价高新区技术创新能力,对政府制定有关发展政策、企业制定相关的发展目标和战略以及促进区域经济的发展等都有着积极的意义。兰州高新区是1991年国务院首批批准的国家级高新技术产业开发区,现已成为甘肃省最活跃的经济增长点。然而高新区快速发展带来经济效益迅速提高的同时,我们不可忽视兰州高新区与发达高新区在技术创新水平和技术创新能力方面的差距。因此如何进一步提高兰州高新区技术创新能力,是解决其发展瓶颈的关键因素。鉴于还没有兰州高新区技术创新能力方面的系统研究成果,因此本论文将从构建科学的兰州高新区技术创新评价指标体系着手,对其技术创新能力进行定量评价,分析制约其创新能力的主要因素,并提出合理的解决建议。本文首先在查阅大量文献的基础上,对国内外高新区技术创新能力评价问题的有关理论成果进行了深入研究和系统的归纳总结,并据以确定本文的研究思路。其次,结合兰州高新区特点,构建了由4个主指标和12个次级指标构成的兰州高新区技术创新能力评价指标体系,其中主指标确定为:创新投入能力、创新技术能力、创新成果转化能力和创新成果市场竞争力水平。通过运用AHP层次分析法,并借助于Expert Choice软件,最终得到上述四个主指标的权重分别为:0.115、0.556、0.249、0.081,其中创新技术能力的权重最大,说明在四个主指标中其重要程度最高。再次,运用综合评价法对目前兰州高新区技术创新能力进行定量的评价分析。分析结果表明,兰州高新区技术创新能力综合得分为68.23,处于高新区技术创新的发展阶段。最后,通过与邻省的国家高新区技术创新能力进行横向比较,得出制约兰州高新区技术创新能力提升的主要因素是:R&D经费和创新技术投入不足、创新成果转化能力和市场竞争力弱,并据此提出建立科学的兰州高新区技术创新决策机制、加强高新区技术创新投入、提高高新区技术成果转化能力、加快发展高新区技术产业集群化、发展孵化器、改善创新创业环境以及建立健全有利于技术创新的法律法规等相关对策建议。更多还原

【Abstract】 The development level of High-tech industry is an important measure of a country or regional economic development comprehensive strength, which is concluded by the experiences of the world in the years of development practices. Technological innovation is both the vitality of high-tech industries, and the impetus of high-tech development zone technological innovation. Therefore, technological innovation capacity is the fundamental factors of competitiveness and development potential of high-tech zones. Years of practical experience shows that high-tech zones technological innovation directly affects the development direction of China high-tech industry. So, correctly understanding and evaluation of high-tech zones technological innovation capacity are favorable of formulating the government development policies, enterprises development goals and strategies, and promoting regional economic development.In 1991, Lanzhou High-tech zone was approved by the State Council as one of the first national high-tech industrial development zones, which has become the most vibrant economic growth area of Gansu province. However, we can not ignore the gaps of level of technological innovation and technological innovation capability between Lanzhou High-tech zone and developed high-tech zones while the rapid development of high-tech zones bring rapid increasing of economic benefits.So how to further improve the capacity of Lanzhou High-tech zone technological innovation, is the key factor of debottlenecking. In view of the research on Lanzhou High-tech zone has not built a systematic evaluation of technological innovation, this article will set about to build scientific evaluation system of Lanzhou High-tech zone, evaluate the technological innovation capacity of Lanzhou High-tech zone, and find out constraining factors, so as to propose reasonable solutions.Firstly, based on research of extensive literature, the article made an intensive study and systematic conclusion of theoretical results of High-tech zone technological innovation capacity evaluation from home and abroad so as to determine the clue of this article. Secondly, combined with the characteristics of Lanzhou High-tech zone, it built a technological innovation capacity evaluation system, which contained 4 main indicators and 12 secondary indicators. The main indicators referred to innovative input capability, innovative technical capability, innovative achievements transformation ability, and innovative achievements competitiveness in the market. With the help of AHP and Expert Choice software, it defined the weight of main indicators, which determined the technological innovation capability of Lanzhou. They are 0.115, 0.556, 0.249 and 0.081. We could find that the weight of innovative technical capability was the largest. It meant that the innovative technical capability was the most important indicator. Thirdly, it evaluated the comprehensive strength of Lanzhou High-tech zone technological innovation, the result was 68.23. It showed that the ability of Lanzhou technological innovation was in the medium term. Finally, compared with the neighboring national-level High-tech zones, it could find the weakness of Lanzhou High-tech zone technological innovation capability, such as lacking of R&D funds and innovative technical input, weakness of innovative achievements transformation ability and innovative achievements competitiveness in the market and at last propose to establish scientific decision-making mechanism of Lanzhou High-tech zone technological innovation, strengthen technological innovation inputs of Lanzhou high-tech zone, improve the transformation capacity of high-tech achievements, accelerate the development of high-tech zones technology industry clustering and develop the industrial incubators, to improve the innovative and entrepreneurial environment and establish and perfect laws and regulations related to technological innovation .更多还原
