沈北新区蒲河岛EBD建设与压覆煤炭的比较分析评价

【摘要】 开发能源与建设生态经济是当今面临的一个主要的经济问题,这关系着国家的长远发展。迎合我国目前大力发展经济园区的需要,并以可持续发展为前提,“沈北新区”经国务院批复正式挂牌成立。然而其所处的地理位置正面临开发压覆煤炭资源和建设生态商务区(EBD)的矛盾。本文在借鉴了Fuzzy-AHP和生态足迹法相关理论。然后对沈北新区的发展现状、发展方向、EBD建设的战略辐射作用及区位选址进行了分析,得出蒲河岛是最佳的选择。用相关的理论分析方法将蒲河岛EBD的建设与压覆煤炭的开采从经济效益、社会效益和环境效益三方面进行对比分析,得出蒲河岛具备建设生态商务区的条件,并且建设生态商务区给经济、环境、居民、就业等各方面带来的利益远大于开发煤炭资源这一重要结论。
【Abstract】 Development of energy and construction of eco-economy is a main economic problem which everyone is facing now. This is relating the national long-term development. To meet China’s current economic development in Economic Zone and with the premise of sustainable development, "Shenbei New District" is approved to be established formally by the State Council. However, its geographical location is facing the contradictions of mining coal resources which are under the earth and building an Ecological Business District (EBD).This paper draws on the related theory of Fuzzy Analytic Hierarchy process (AHP) and Ecological Footprint method. Then the development of the status quo, the direction of development, radiation effects of EBD-building strategies and geographical location of“Shenbei New Distract”were analyzed and draw the conclusion that Puhedao is the best option. Using relevant theoretical analysis method, this paper contrasts EBD-building strategies in Puhedao and the mining of coal resources which are under the earth from three aspects of the economic, social and environmental benefits, and come to the conclusion that Puhedao has owned the conditions to implement the strategy of EBD-building and the benefit brought from economy, environment, resident and employment by building EBD is far greater than the benefit of mining the coal resources there.
