【摘要】 旅游业是第三产业的重要组成部分,是全球最大的产业和发展最快的新兴产业之一,被誉为“永不衰落”的“朝阳产业”。旅游业自身的特点决定了其发展必须坚持政府主导的原则。黑龙江作为生态资源大省,拥有众多独特的生态旅游资源,具有发展生态旅游业的得天独厚的优势。改革开放以来,省委、省政府连续出台多项政策,扶持旅游业加快发展,取得了长足的进步。但相比黑龙江旅游业发展的迫切需要,在政策支持的力度、政策的可操作性、政策的执行力等方面仍存在不小的差距。本文全面总结了政策支持黑龙江旅游业发展情况,充分肯定了政策支持旅游业发展的作用,系统总结了政策支持上存在的问题并客观分析了原因,在此基础上提出完善政策支持的主要措施和建议,力求为黑龙江制定出台更为科学、更加适应现实需要的政策,更好地发挥政策支持在旅游业发展中的作用提供借鉴。更多还原
