【摘要】 农村公路是国民经济发展的一项重要交通基础设施,是公路网的重要组成部分。加强农村公路建设,就是促进路网优化和协调发展,充分发挥路网整体功能。加快我国农村公路建设与改造,对加快建立完善农村公路交通体系,促进农业和农村经济发展,逐步解决“三农”问题,全面推进社会主义新农村建设进程具有重大意义。随着改革开放的不断深入和发展,质量控制工作已经越来越为人们所重视,我国的工程建设质量的总体水平逐渐提高。质量已提升到关系国家的命运、民族的未来的高度,质量控制管理的水平代表着一个国家基础设施建设水平的高低。本课题将结合昌乐至青州公路建设实际,通过先进的质量控制手段对该公路建设过程中工程设计、招投标、施工、监理等方面暴露出的质量问题进行分析、研究、解决,对整个工程建设项目进行全面质量管理,对项目质量成本管理进行控制和考核,通过围绕项目质量所进行的组织、协调、控制和考核等活动,以期达到项目的最优质量目标。通过对重点农村公路工程项目质量管理的案例研究,结合昌乐至青州公路项目建设实际,系统分析实际工程项目实施过程中的质量控制内容,提出可行的处理措施,形成整套的质量管理规章制度,将取得的成功经验在全潍坊市推广,以期建立农村公路项目质量管理长效机制,确保提高农村基本公共服务水平,加快推进城乡一体化发展,为经济社会又好又快发展作出贡献。更多还原

【Abstract】 Rural road is an important transportation infrastructure for the national economic development, and an important part of the road net. Strengthening the construction of rural roads is to promote the ptimization and coordinated development of the road net,and to give play the whole function of the road net. Accelerating rural highway construction and reform is of great significance for establishing and perfecting rural highways to accelerate transportation system, promoting the development of agriculture and rural economy, solving the "SAN nong" questions and promoting socialist new rural construction process.With the deepening of reform and opening-up, China’s overall level of construction quality enhances unceasingly. Quality management work has been given more and more attention. Studying the quality problem with development strategy,quality has the relation to the fate of country. The level of quality management has been tied to the future of the industry and the fate of the enterprise.This topic will analyze, study and solve the problems in designing, bidding,construction and supervision of the road combining with the construction of roads from Qingzhou to Changle.Manage the quality of the whole project, control and inspect the project cost management. Through the organization, coordination, contral and evaluation of the project, achieve the optimal project quality goals.Based on the key rural highway project quality management, combined with construction highway projects from Qingzhou to Changle,analyse the process of quality control in the project systemly. Propose the feasible measures, forming the whole quality management rules and regulations, extend the successful experience in Weifang, establishing rural highway project quality management mechanism, to ensure to improve rural basic public service level, and accelerate the development of urban and rural integration, to do contributions to the sound and rapid eco-social development.更多还原
