开发区土地集约利用评价研究

【摘要】 随着经济发展和社会进步,城市化发展过程中对各类用地的需求不断增长。然而,在我国社会经济发展过程中,土地利用结构不合理、用地效率低下等现象仍然存在。严重影响整个社会经济的可持续发展。对土地集约利用的相关理论进行研究,寻求提高土地集约利用的方式和措施,提高土地集约利用效率,成为当前人们面临的重要课题。本文运用土地经济学、管理学的相关理论和可持续发展理论,以提高开发区土地集约利用水平为目的,对开发区土地集约利用的相关问题展开论述。文章首先对选题的研究背景和研究意义等进行了相关的论述,并从土地集约利用的内涵、土地集约利用的评价指标体系、土地集约利用评价的方法三个方面总结分析了土地集约利用当前的研究动态,明确了研究思路,制定了研究的技术路线。其次,本文论述了土地集约利用的理论基础,其中,土地报酬规律是土地集约利用的最直接的理论依据。然后,对开发区土地集约利用的相关体系进行了研究。在分析土地集约利用影响因素的基础上,构建了开发区土地集约利用系统,研究了土地集约利用系统的目标和运行特征,构建了开发区土地集约利用评价的指标体系,分析了开发区土地集约利用的模式,并对土地利用的宏观调控体系进行了分析,在研究土地政策参与宏观调控的可能性及其手段的基础上,论述了开发区土地集约利用评价的宏观调控功能。以广西北海出口加工区、贺州旺高工业园区和梧州长洲工业园区为例进行实证研究,选取评价因子,通过实地调查获取相关数据后,应用多因素综合评价模型对北海出口加工区土地集约利用状况进行详细分析和评价。最后,分析了北海出口加工区等开发区土地利用存在的问题,相应提出了开发区土地集约利用的措施。

【Abstract】 With economic development and social progress, the process of urbanization on the growing demand for various types of land in our courtry. However, inefficient land use still exists in our social and economic development, and the land-use structure is irrational, which significantly affect the overall social and economic sustainable development. On the theory of intensive land use study to find ways to improve intensive use of land and measures to improve the efficiency of intensive use of land have become an important issue facing the people.In this paper, land economics, management theory and related theories of sustainable developmentment to improve the level of land intensive use for the purpose of the develop- mentment-zone land use intensity-related issues discussed. First, research on topics such as the background and significance were discussed, and summarized current research situation on the land intensive use, specifically the study, has worked out of the technical route. Second, the article discusses the theoretical basis of land intensive use and evaluation. Then, the paper discusses the intensive use system by analysing the factor that influence the development-zone land intensive utilization .Focuses on the evaluation system of land intensive use and public policy system. Take Guangxi Beihai Export Processing Zone as a case to study. Selecting the evaluation factors, accessing to relevant data through investigation, taking multi-factor comprehensive evaluation model to evaluate the intensive-use level in the development-zone such as Beihai Export Processing Zone. Finally, the paper discusses the current problems on development-zone land intensive use and proposes countermeasures for development-zone land intensive use.
