中央企业技术创新能力建设研究

【摘要】 创新型国家建设的主体是创新型企业,中国特色的社会主义市场经济的主体主要是国有大中型企业,而在国有大中型企业中起着带头与示范作用的则是一批中央企业。因此,中央企业的创新能力建设就是建设创新型国家的重中之重。本文以大企业对国家技术创新的重要性为切入点,具体分析了我国中央企业技术创新总体现状,深入探讨了影响中央企业技术创新能力发展的问题,建立了一套辨识和诊断中央企业技术创新能力水平的成熟度模型,初步构建了企业创新能力水平自测提单,并根据前面的研究提出了提升中央企业不同技术创新能力成熟度等级的相关建议,最后又从中央企业整体角度出发探讨了提升中央企业创新环境的相关内容。本研究工作主要可以归结为以下几点:首先,本研究对技术创新能力的内涵进行了新的界定。本文认为,企业的创新资源不等于创新能力,同样企业的创新成果也不等于创新能力,创新能力是一种系统效应,表现为创新实践过程中的行为特征。就广义而言,企业技术创新能力是企业组织及时识别并能够有效利用机会,使之增加其利润和社会福利活动的一类组织特征;狭义的企业技术创新能力是指根据设定的产品或服务的功能和性能目标,开发关键技术的资源配置、过程组织、运作控制的行为特征。然后,对中央企业目前的创新状况进行总体的分析,包括中央企业近年来技术创新工作取得的成果和现存的一些问题。在这里,我们还总结了中央企业技术创新的特殊性,一方面中央企业经过多年的发展已经累积了一些创新基础,另一方面中央企业涉及的企业数量多,分布广,这为其创新能力识别工作带来了困难。其次,探讨了中央企业技术创新能力的辨识方法,发现现有研究的方法都不适合应用于中央企业技术创新能力辨识,但是本文作者通过研究发现能力成熟度模型是一种能较好把握中央企业技术创新行为特征的方法,也适合从过程角度出发辨识企业技术创新能力成熟度水平。因此,本研究初步为中央企业构建了能力成熟度辨识模型,划分了技术创新能力的五个等级,包括初始级、规范级、战略级、优化级和协同级,并提出了企业技术创新能力成熟度水平自测的方法。然后,针对前面构建的中央技术创新能力成熟度模型,提出了各个不同成熟度等级的能力提升实施方案,包括规范级企业创新能力提升的方案,战略级企业创新能力提升的方案,优化级企业创新能力提升的方案和协同级企业创新能力提升的方案,从而为中央企业确定技术创新提升提供了明确的方向。最后,考虑到中央企业技术创新能力建设不仅要针对个体进行能力改进,更要在总体环境上加以考虑,因此本文最后提出中央企业技术创新能力要从内部和外部两个角度出发加强环境建设。创新能力不强一直是困扰中国企业创新不足的问题,针对中央企业技术创新能力建设的研究,原则上讲,将可以为其他企业技术创新能力建设提供借鉴与参考。中央企业技术创新能力的成功建设,将引领中国所有行业和所有企业技术创新能力的大幅提升。

【Abstract】 The main of innovation national construction is the construction of innovative enterprise, the main body of the characteristics of China’s socialist market economy is large and medium-sized state-owned enterprises, large and medium-sized state-owned enterprises with demonstration role plays the leading group of central enterprises. Therefore, the central enterprise innovation ability construction is very important to the innovative country. Based on the importance of large enterprises’technical innovation, analyze the central enterprise technology innovation’s overall situation, the paper probes into the influence of central enterprise technology innovation ability of development, has established technology innovation capability maturity model for identifying and diagnosing the central enterprise’s technology innovation capability, setting the measurement method,and as per the research before, come up with the suggestions to improving central enterprise’s innovation maturity level, at last discuss the details about improving the innovation environment. The main work as follow:First, the research gives new definition of the technical innovation ability. Enterprise innovation resources is not equal to the innovation ability, and the innovation performance nor enterprise innovation ability, innovation ability is a kind of system innovation practice and effect in the process of behavior. Is broadly speaking, the enterprise technology innovation ability is timely and effectively identify opportunities, to increase their profits and social welfare activities of the organization characteristics, Special enterprise technology innovation capability refers to set the product or service function and performance targets and key technology development of resource allocation, process control and operation of organization behavior.Then, in the present situation of enterprise innovation, including the general analysis of central enterprises in recent years, technological innovation achievements of work and existing problems. Here, we also summarized the particularity of the enterprise technological innovation, on the one hand, the enterprise after years of development has accumulated some innovation base, on the other hand, the number of central enterprises involved is large, distribution is wide, and brings difficulties for innovation ability recognition. Secondly, discusses the central enterprise technology innovation capability of existing research found identification method, the method is not suitable for application to central enterprise technology innovation ability, but the author studies found capability maturity model (CMM) is a good grasp of central enterprise technology innovation behavior characteristic, also suitable for identifying technology innovation capability maturity levels according process. Therefore, this research primarily for the central enterprise constructs the capability maturity model, divide into five different technology innovation capability levels, including initial level, standard level, strategic level, the optimize level and synergic level, and puts forward the assessment method of enterprise technological innovation capability maturity.Then, as per the technology innovation capability maturity model, and puts forward different maturity level key activities, including the standard level key activities, strategic level key activities, the optimize level key activities and synergic level key activities, so as to provides clear direction of the central enterprise technology innovation ascendingFinally, considering the central enterprise technology innovation ability construction should not only for individual capacity improvement,need consider the overall environment,, finally puts forward the enterprise technology innovation capability from two angles of internal and external environment construction.Innovation capability is not strong, has always been a problem of Chinese enterprise innovation, the study of central enterprise technology innovation capability construction, in principle, will provide reference for other enterprise technology innovation capability construction. The successful construction of the central enterprises will lead to increase all industries and enterprises in China’s independent technological innovation capability.
