【摘要】 为解决赤水河流域日益严重的环境问题,保障流域内经济社会的可持续发展,贵州省出台了系列政策,明确赤水河流域相关主体的保护职责,并实施双向补偿,但生态保护效果不佳。文章采用机会成本核算方法,计算赤水河流域上游从理论上应获得的生态补偿量。结果表明,目前贵州赤水河流域上游的生态补偿标准偏低。根据成本法,赤水河流域上游生态保护的总成本为204864万元/a,其中,流域上游生态保护的直接成本为7074万元/a,机会成本为197790万元/a。更多还原

【Abstract】 Guizhou Province has adopted a series of policies to clear stakeholders’ duties and implement bi-directional compensation in order to solve the increasingly serious environmental problems and protect the economic and social sustainable development of Chishui River Basin.However,it does not work well because the compensation standard is too low.This paper calculates the ecological compensation in upstream of Chishui River Basin theoretically by using the opportunity cost method.The results showed that the total cost of the study area for ecological protection was 2048.64 million yuan per year,which was composed of direct cost of 70.74 million yuan per year and the opportunity cost of 1977.90 million yuan per year.更多还原
