基于区块链的企业污水排放数据监管研究

【摘要】 为解决企业擅自篡改和伪造排污数据的问题,利用区块链技术为排污数据的监管实现历史可溯,保障数据的真实性、不可篡改性及一定程度的公开性,实现跨领域合作,联动多企业、多部门协同有效治理企业污水排放数据监管的难题。并考虑到我国的现行制度、监管模式与区块链的技术劣势,应正视区块链在监管科技应用方向上的机遇与挑战,借鉴西方监管沙盒实验,逐步完善区块链法律规范,探索利用区块链实现监管到共治的基本思路,在全球企业污水排放治理中取得先机。更多还原

【Abstract】 In order to solve the problem of unauthorized tampering and forgery of sewage discharge data by enterprises,block chain technology is used to achieve historical traceability for the supervision of sewage discharge data,to ensure the authenticity,untouchability and openness of data,to achieve cross-domain cooperation,to link multi-enterprises and multi-departments to effectively control the problem of data supervision of sewage discharge by enterprises. Considering the current system,supervision mode and technical disadvantage of block chain in our country,we should face up to the opportunities and challenges of block chain in the direction of application of supervision technology,draw lessons from the sandbox experiment of Western supervision,gradually improve the legal norms of block chain,explore the basic idea of using block chain to realize supervision and co-governance,and gain the first chance in the treatment of global enterprise sewage discharge.更多还原
