【摘要】 为比较我国各区域不同类型的土地财政模式与经济增长之间的动态关系,正确认识土地财政,运用协整分析和Granger因果检验,从土地出让金和土地税层面探讨不同类型的土地财政与经济增长的均衡关系。研究发现:①全国层面土地财政能促进经济增长,并存在着稳定的均衡关系,土地出让金与经济增长之间只存在单向的作用关系,而土地税与经济增长之间存在反馈关系,能互相促进;②各区域不同类型土地财政与经济增长的关系存在着地域性差异。基于分析结果,为合理利用土地财政对经济增长的促进作用,降低地方政府对不可持续性土地财政的依赖,提出必须采取差别化政策调控我国各区域土地财政的建议。更多还原

【Abstract】 In order to compare the dynamic relationship between different types of land finance and economic growth in various regions of China,correctly understand land finance,the cointegration analysis and Granger causality test was used to explore the equilibrium relationship between different types land financial and economic growth from the level of land transfer fee and land estate tax. The results showed that: ①At the national level,land finance could promote economic growth,and there was a stable equilibrium relationship. There was only one-way relationship between land-transferring fees and economic growth,and there was a feedback relationship between land taxs and economic growth that could promote each other. ②There were regional differences in the relationship between different types of land finance and economic growth. This paper made some suggestions to adopt differentiated policies to regulate policy proposals for land finance in various regions of China,in order to make rational use of the role of land finance in promoting economic growth,reduce the dependence of local governments on unsustainable land finance.更多还原
