面向地震灾害的河北省救灾物资储备库选址研究

【摘要】 地方救灾物资储备库的建设是完善我国储备体系的重点工作。以河北省地震灾害为例,根据地方储备库选址的影响因素,以R因子分析方法得到各影响因素的权重,计算综合值排名较前的点作为备选储备地,将其组合形成多个网络选址方案。区域中每个需救助点与其最近的储备网络结点的距离之和最小,则认为该网络布局为最优选址方案。根据上述方法,对河北省地方储备库进行了选址,在现有石家庄省级储备库基础上,结合考虑天津国家储备库,在张家口市区、承德市区建设两个相对高标准的储备库,就可以保证3小时内,救灾物资输送到河北省整个地区。

【Abstract】 The construction of local relief material depositories is an important task to improve the national reserve system.Taking the earthquake in Hebei province as example,this paper proposed a method for optimal depository location selection.For the available potential locations of local depositories,the weights of each location influential factor are first obtained from R factor analysis method,and then alternative reserve locations with higher comprehensive values in the ranking sequence are selected and grouped to form multiple reserves network location layout schemes.From these schemes,the optimal location scheme is determined with minimum sum of the distances between every relieved location and the nearest depository.Following the above method,this paper carries out the local depository selection in Hebei province.The paper’s suggestion is that,on the basis of the shijiazhung’s provincial depository and taking the Tianjin’s national depository into account,additional two high-level depositories in Zhangjiakou city and Chengde city would be able to ensure the relief material be sent to the whole Hebei province in three hours.
