国家地震应急指挥软件系统研究

【摘要】 通过分析国家地震应急指挥系统的业务特点、数据和应用需求,提出了国家级地震应急指挥软件系统的实现思路和总体功能要求,重点研究了系统实现的总体框架、关键点和主要功能。国家地震应急指挥系统采用面向服务(SOA)的框架结构进行设计和实现,其中涉及到大型数据库技术、GIS WebServcie技术、网络技术、服务总线技术等;系统的基本功能为针对中国大陆及其周边发生的对中国大陆具有影响的破坏性地震进行触发响应、灾害评估与动态跟踪、辅助决策、信息服务、应急指挥。该系统是中国数字地震观测网络项目的重要组成部分,系统的实现将为地震应急指挥系统的研究和建设提供丰富的理论基础和实践经验,进一步提高我国的地震应急响应能力。

【Abstract】 Through analyzing state earthquake emergency command system’s service characteristic,data and application demand,the realized idea and the overall function request of the state-level earthquake emergency command software system was proposed.it gives emphasis to the overall frame,the key point and the major function.The national earthquake emergency command system uses service-oriented architecture(SOA) involving the large-scale data bank technology,GIS,WebServcie technology,the networking,the service-bus technique and so on,realizes the functions of the triggering response,the disaster assessment and the dynamic track,the auxiliary decision-making,the information service,the emergency direction to the destrictive earthquakes occurring in mainland China and its periphery.This system is an important part of national digital earthquake network project.The realization of the system provides rich theoretical basis and the experience for the research and construction of the earthquake emergency command system and further improves China’s earthquake emergency response capacity.
