城市地震灾害应急管理区划构想

【摘要】 从国内城市地震应急管理研究现状出发,提出了城市地震灾害应急管理基本单元和应急管理区划的概念,讨论了应急管理区划与灾害风险区划的区别和联系,探讨了城市应急管理区划的原则和应急管理基本单元的基本功能,并对基于行政区划的城市应急管理区划作了示意图。

【Abstract】 According to present situation of research on emergency management of earthquakes in china,the concept of basic unit for the emergency management and the corresponding regionalization are presented.And then the relationship between disaster risk zoning and emergency management is discussed.Furthermore,principles of urban emergency management and the essential functions of the basic unit for urban emergency management are studied.Finally,sketch map of urban emergence management regionalization based on administrative regionalization is provided.
