试论长江三峡库区地震、地质灾害及其监测、预报与防治

【摘要】 通过大量资料对长江三峡库区的地震、地质灾害现状与蓄水后可能出现的潜在危险性作了深入的分析与客观的评估,从科学对策到技术措施对减轻这些灾害的可能性作了较详细的论述。文中指出,长江三峡库区的防灾问题是一项影响整个国民经济与长江中下游人民生命财产安全的大事,要防患于未然。基于地震灾害与地质灾害成因大致相同,监测方法相似,相互又存在伴生、连发的紧密关系,建议将两个灾害的有关管理部门有机结合起来,统一规划,取长补短,将多个监测小网合成一个大网阵,联成一个大体系,责任共担,信息共享,这是长江三峡库区防灾工作的一条捷径。

【Abstract】 Seismic and geological disasters and thier potential hazards in Three Gorge’s reservoir area deeply analyzed and objectively evaluated on basis of a number of data. The possibility mitigating these disasters with countermeasures in science and technology is discussed. This paper pointes out that the disaster prevention in Three Gorge’s reservoir area is an important matter to influence na- tional economy and people’s safety on life and property in middle and lower reaches of Changjiang River and must be taken on ahead. Based on the similarity of cause and mornitoring between seismic and geological disasters and their co-occurence, it is suggested that either disaster’s management organizations should be associated with an integrate planning and some small mornitoring network should be assembled to a large network array. This will be a shortcut for disaster prevention in Three Gorges.
