中国高铁工程的多维审视——基于工程过程演化论视角
The Multidimensional Inspection of CRH Engineering——Base on the Perspective of Engineering Process Evolution
【摘要】 中国高铁的"跨越式发展",使人们在享受高铁带来的快捷和便利的同时,也担忧其安全问题。本文从工程过程演化论视角发现,与工程实践活动的计划、造物和用物三阶段相适应,高铁工程活动包括在时间上先后相继的决策、建设和运作三个阶段;在空间上,高铁工程活动过程中的决策问题、建设问题和运作问题正好体现为从宏观到中观再到微观的系统动态过程演化链。高铁工程的决策,应注重科学化,以客观的技术可行性为基本依据;同时,高铁工程的建设,应关注技术蕴涵的风险性,不能盲目追求规模发展而忽视安全目标;高铁工程的运作,应重视工程环境的综合分析,克服盲目追求利益的短视行为,提高可持续的长远整体效益,使人、社会、自然多方受益。
【Abstract】 As along with the path of "great-leap-forward development",China Railway High-Speed(CRH) is advancing by leaps and bounds.By enjoying the quick and convenient,at the same time,people worrying about CRH security problems.This paper based on the engineering process evolution perspective,adapting to three phases such as engineering practice plan,object-creating and object-using.CRH engineering activities include successively decision,construction and operation in time,meanwhile,in view of the space,in the process of decision-making,construction and operation problems embodied in from macro to medium to microscopic system dynamic process evolution chain.CRH engineering decision-making should have make scientific decision based on objective technical feasibility,making the scientific decision;meanwhile,CRH should not blindly pursuit of huge scale,we should be paying more attention to the risks bring by large-scale CRH construction,to building safety CRH as the ultimate goal;moreover,we should take multi-level analysis on operational environment,promote the enhance effect,and reduce blind pursuit of interest for the benefit of human,society and nature.
