【摘要】 从2012年11月党的十八大报告将生态文明建设纳入"五位一体"的总体布局,到2018年3月通过的《宪法修正案》把生态文明建设写入《宪法》,生态文明理念被提升到新的高度。"十三五"以来,以改善环境质量为核心,我国环境影响评价重心发生了调整,规划环境影响评价重点要在开发的规模、建设活动的强度和空间布局等方面划实"框子",为国土空间用途管控提供依据。基于此,论文对市县"多规合一"下完善规划环境影响评价制度进行了深入研究,并提出了相关建议。更多还原

【Abstract】 Since the report of the Eighteenth National Congress of the CPC in November 2012, the construction of ecological civilization was integrated into the overall layout of "five in one", the Constitutional Amendment has written the construction of ecological civilization into the Constitution by March 2018, the concept of ecological civilization has been promoted to a new height. Since the implementation of "13 th five-year", taking the improvement of environmental quality as the core, the focus of environmental impact assessment in China has been readjusted. The key points of planning environmental impact assessment are to draw a solid "frame" in the scale of development, the intensity of construction activities and the spatial layout, so as to provide a basis for the management and control of land and space utilization. Based on this, the paper studies the planning environmental impact assessment system under the "integration of multiple Rules" of cities and counties, and puts forward some suggestions.更多还原
