【摘要】 2017年,"天鸽"台风正面袭击澳门,造成了严重的人员伤亡和财产损失。灾后澳门特区政府针对自身的防救灾安全机制问题进行了评估总结,并提出了"完善应急机制、强化公共安全"的理念。之后澳门特区政府针对灾后受损严重的城市重大基础设施提出了具体优化建议,推出"十项重点工程建设项目",并展开了《澳门防灾减灾十年规划(2019-2028年)》的编制工作,通过工程性和非工程性措施两方面的改进建设,显著提升了澳门特区的防灾减灾能力,这对我国城市安全机制的建设极具借鉴价值。更多还原

【Abstract】 In 2017, Typhoon hato Skypigeon attacked Macau, causing serious casualties and property losses. After the disaster, the Macau government evaluated and summarized its own disaster prevention and relief security mechanism, and put forward the concept of Improving Emergency Response Mechanism and Strengthening Public Security. Subsequently, the Macao SAR put forward specific optimization proposals for major urban infrastructure damaged seriously after the disaster, launched Ten Key Construction Projects, and launched the preparation of Macao Ten-Year Plan for Disaster Prevention and Mitigation(2019-2028), through the improvement and construction of both engineering and non-engineering measures, it was remarkable.
