【摘要】 近年来,世界各地频频发生重大自然灾害。2008年中国汶川8.0级强烈地震、2010年海地7.0级大地震、2011年日本东北部海域9.0级特大地震及海啸等引起了世人和国际社会广泛关注。面对自然灾害多样化的威胁与挑战,军事化救援已成为许多国家法律授予军队所要担负的一项重要职责,军队参与抢险救灾已被视为典型的和平时期的非战争军事行动。虽然世界各国国情不一,体制各异,但其思路、做法带有深刻启示,其共性的科学方法可资学习和借鉴。就军队在抢险救灾中的作用进行了分析,并结合实际提出了完善我国军队参与抢险救灾体制机制建设的建议。更多还原

【Abstract】 In recent years,natural disasters occurred frequently in the world.Wenchuan M8.0 earthquake,Haiti M7.0 earthquake and Japan M9.0 earthquake have caused widespread concern in the world.In face of threats and challenges of natural disasters,military rescue has become an important law-granted duty of the army.Military Participation in rescue and relief has been regard as a typical non-war military operation in peace time.Although the world situation is different,the ideas,practices with profound implications and the scientific method with common points are valuable.The role of the military in the emergency disaster relief is analyzed,suggestions concerning perfect mechanism construction are proposed based on actual conditions in China.更多还原
