生态环境科技成果转化顶层设计研究

【摘要】 生态环境科技成果转化是生态环境科技创新活动全过程的"最后一公里",决定着科技创新的成败,对打好污染防治攻坚战起着重要的支撑作用。本文依据成果转化法,按照系统工程方法进行生态环境科技成果转化顶层设计研究,界定了生态环境科技成果转化的内涵,系统提出了技术评估、二次开发、技术交易、产业孵化四环节转化内容,明晰了相关方的职责,分析了存在的问题,并提出相应对策,以期为我国的生态环境科技成果转化工作提供有益借鉴和参考。

【Abstract】 The transformation of environmental scientific and technological achievements is the "last kilometer" of the whole process of environmental science and technology innovation, which determines the success of scientific and technological innovation and plays an important supporting role in the battle against pollution. According to the Law of the PRC on Promoting the Transformation of Scientific and Technological Achievements, this paper carries out the research on the top-level design of transformation of environmental scientific and technological achievements in line with system engineering methodology, defines the connotation of the transformation of environmental scientific and technological achievements, and systematically puts forward the contents of the four links of transformation, namely technology evaluation, secondary development, technology transaction and industrial incubation.It clarifies the responsibilities of the stakeholders, analyzes the existing problems, and puts forward corresponding countermeasures, so as to provide beneficial reference for the work of transformation of environmental scientific and technological achievements in China.
