【摘要】 环境的资源稀缺性特点决定了经济增长与环境保护之间必然的矛盾;环境的公共物品属性决定了环境保护与生态治理应纳入政府规制的范畴。本文从经济增长的结构、效率、稳定性和持续性等四个维度构建指标体系,利用主成分分析法和熵权法分别测算中国经济增长的分维度质量指数和综合指数,同时构建计量模型着重分析环境规制对中国经济增长质量的影响,得出如下结论:①总体来看,加大环境规制强度对提升中国的经济增长质量具有显著且稳定的促进作用。但在分维度指数上存在明显的差异性,环境规制在一定程度上会促进经济增长质量效率维度和持续性维度的改善,而对结构维度和稳定性维度无显著的促进作用。②分区域来看,环境规制对中国经济增长质量的影响存在明显的区域异质性,即环境规制对中部地区的促进作用最为显著,其次为西部地区,而对东部地区无明显促进作用。③环境规制对中国经济增长质量会产生非线性的影响,即在环境规制强度较弱时,环境规制政策会促进经济增长质量的提高;但当环境规制强度提高到一定水平时,反而会在一定程度上抑制经济增长质量的提高。因此,在适宜的范围内增加环境规制强度,不仅有利于生态环境改善,还能提高要素生产率和能源利用率,促进经济高质量、可持续发展。更多还原

【Abstract】 The scarcity of environmental resources causes the inevitable contradiction between economic growth and environmental protection. The attribute of environmental public goods determines that environmental protection and ecological governance should be enshrined in government regulation. This paper creates an index system from four dimensions: The structure,efficiency,stability and sustainability of economic growth. Principal component analysis and entropy weight method are used to calculate the sub-dimensional quality index and comprehensive index of China’s economic growth. At the same time,an econometric model is built to analyze the impact of environmental regulation on the quality of China’s economic growth,and then drawn the conclusions as following: ①On the whole,increasing the intensity of environmental regulation can prominent and stable promoting the quality of China’s economic growth.However,there are obvious differences in the sub-dimensional index. To a certain extent,environmental regulation will play a promoter role in the improvement of the quality efficiency dimension and sustainability dimension of economic growth,yet it has no significant effect on the structural dimension and stability dimension. ② Regionally,there is obvious regional heterogeneity in the impact of environmental regulation on the quality of China’s economic growth; that is to say,environmental regulation has largest effect on promoting the central region,followed by the western region. But it has little effect on facilitating the eastern region. ③Environmental regulation has a non-linear impact on the quality of China’s economic growth. There is an inverted U-shaped dynamic relationship between them. When the intensity of environmental regulation is weak,environmental regulation policy can promote the improvement of economic growth quality. Whereas,it will restrain the improvement of economic growth quality to some extent when the intensity of environmental regulation raises to a certain level. Hence,increasing the intensity of environmental regulation in an appropriate range is not only conducive to the improvement of the ecological environment,but also can improve factor productivity and energy utilization rate as well as promote high-quality and sustainable economic development.更多还原
