新时代中国推进生态文明建设的战略选择

【摘要】 生态文明建设是关系中华民族永续发展的根本大计,而标准化是我国经济社会持续健康发展的基石。为了充分发挥标准化在生态文明建设中的基石性作用,地方政府在新时代创新性地提出生态文明标准化,现已在全国各地广泛地探索和推行。它作为加快推进生态文明建设的新趋势和新战略,在提升生态文明建设实效、完善生态文明建设法治和促进清洁美丽世界建设等方面具有重要的时代价值。为了在新时代高质量、高效益推进生态文明建设,当前亟须从完善组织管理、营造实施环境、构建标准体系和加大试点推广等方面大力推动生态文明标准化,进而支撑和保障生态文明建设顺利跨越关键期、攻坚期和窗口期,实现人与自然和谐共生,满足人民日益增长的优美生态环境需要。

【Abstract】 The eco-civilization construction is the fundamental plan for the sustainable development of the Chinese nation, and the standardization is the cornerstone of the sustainable and healthy development of our economy and society. For giving full play to the cornerstone role of standardization in the eco-civilization construction, the local government has innovatively put forward the eco-civilization standardization in new era, which is being widely explored and implemented throughout the country. As a new trend and strategy of accelerating the eco-civilization construction, it has much important epochal value such as improving the actual effect of eco-civilization construction, perfecting the rule of law of eco-civilization construction, and promoting the construction of a clean and beautiful world. In order to promote the eco-civilization construction with high quality and high efficiency in new era, it is urgent to promote the eco-civilization standardization from the aspects of perfecting organization and management, creating implementation environment, constructing standard system, and enlarging pilot popularization. By doing so, the eco-civilization standardization would provide strong support and guarantee for the eco-civilization construction smoothly striding over the critical period, the critical period and the window period, realize the harmonious coexistence of man and nature, and meet the people’s growing needs for a beautiful ecological environment.
